The Resource and Estates Committee (Police) is scheduled to consider financial monitoring reports and updates on the future police estate programme. The committee will also receive information regarding expected benefits and value opportunities from the Future Police Estates Programme.
Provisional Revenue and Project Programme Budget Monitoring Q1
The committee is scheduled to receive a report from the Commissioner of Police providing an overview of the City of London Police's financial and project performance as at Quarter 1 (30 June 2026). The report is expected to highlight key strategic issues, risks, and opportunities. The Q1 forecast indicates a stable financial position, with a projected underspend against the budget. This favourable position is largely attributed to workforce savings, although this is partly offset by reduced grant income and increased contractual and IT costs. The report will also detail the capital and project programme, which is forecast to remain within budget.
Future Police Estates Programme: Expected Benefits and Value Opportunities
A report is scheduled to be presented outlining the expected benefits and value opportunities arising from the Future Police Estates Programme (FPEP). This programme represents a significant investment in the City of London Police's operational infrastructure and estate capability. The report is expected to detail how the investment will improve policing and corporate outcomes, extending beyond modern accommodation to encompass anticipated improvements in productivity, operational effectiveness, workforce experience, organisational resilience, and environmental sustainability. The document will also cover proposed governance and reporting arrangements to ensure value is realised over time.

The expected benefits are categorised into several strategic themes:
- Environmental and Sustainability Value: This theme focuses on improving environmental performance and aligning with Corporation sustainability objectives through the design and operation of the new estate.
- Estates Utilisation and Value for Money: This area aims to improve the use of estate assets and create opportunities for cost avoidance through more effective accommodation and reduced duplication.
- Improved Workforce Wellbeing and Experience: This theme addresses the enhancement of workforce wellbeing and experience through modern working environments, improved accessibility, and dedicated wellbeing provision.
- Continuity, Compliance and Preparedness: This focuses on strengthening organisational resilience through improved business continuity, modern infrastructure, and compliance with relevant standards.
- Improved Productivity and Service Outcomes: This category aims to enhance service productivity and outcomes through better operational facilities, redesigned processes, and stronger integration between services.
The report acknowledges that while the estate investment creates opportunities, the realisation of many benefits will depend on deliberate organisational change, including redesigned processes and new behaviours. The City of London Police intends to provide increasing visibility of expected and realised value through an Enterprise Value Dashboard, which will be reviewed quarterly.
The report also includes details on the Tier 1 User Cases
and Tier 2 User Cases
which outline specific benefits and proposed ownership for various aspects of the Future Police Estates Programme. For example, the Workforce & Culture
user case aims for a more collaborative, connected, and agile workforce, with proposed ownership by HR & ICOD. The Custody
user case focuses on improved detainee experience, operational efficiency, and compliance, with proposed ownership by Commander Local Policing.
