Open Council Network is an independent organisation. We report on Shropshire and are not the council. About us
The Northern Planning Committee of Shropshire Council met on Tuesday 22 September 2026. The committee noted the appeals and appeal decisions for the northern area.
Proposed Residential Development Land Between Aston Road and Church Lane, Wem, Shropshire (25/02775/OUT)
Outline planning permission was granted for up to 175 dwellings, including site access, highway works, green infrastructure, sustainable drainage, and landscape buffering. The decision was made subject to a Section 106 legal agreement to secure on-site affordable housing (20%), off-site active travel infrastructure, and a 30-year Biodiversity Net Gain (BNG) management plan. Planning conditions were also agreed. Local residents and Wem Town Council objected to the proposal, citing concerns about highway safety, congestion, the impact on local infrastructure, and the loss of agricultural land. However, the committee, noting Shropshire Council's inability to demonstrate a five-year housing land supply, applied the presumption in favour of sustainable development. The officer's report highlighted that while the site is outside the development boundary, it adjoins the sustainable settlement of Wem and offers significant benefits, including over-delivery of affordable housing and active travel improvements, which outweighed the adverse impacts.
Proposed Residential Development Land North Of Old Rectory Gardens, West Felton, Shropshire (25/03651/FUL)
Full planning permission was granted for the development of 10 dwellings. The decision was made subject to conditions outlined in Appendix 1 of the officer's report and the applicant entering into a Section 106 agreement to secure two affordable dwellings. West Felton Parish Council and local residents objected, raising concerns about the impact on the Conservation Area, heritage assets, highway safety, traffic, and local infrastructure capacity. The officer's report concluded that while the development would cause less than substantial harm
to the Conservation Area and nearby listed buildings, these impacts were outweighed by the public benefits of delivering housing, including affordable homes, and the site's close relationship to the existing settlement.
Proposed Residential Development Land West Of Alma Close West Felton Shropshire (26/00099/OUT)
Outline planning permission was granted for residential development, with access to be considered. The decision was made subject to conditions outlined in Appendix 1 and the applicant entering into a Section 106 legal agreement. The indicative layout suggested 42 dwellings. West Felton Parish Council, local residents, and the local ward councillor objected, citing concerns about heritage impacts, the Conservation Area, highway safety, flooding, infrastructure capacity, sustainability, and the cumulative impact of development. The officer's report acknowledged that the site lies outside the development boundary and would cause harm to heritage assets, but concluded that these adverse effects were outweighed by the benefits of delivering housing, including affordable housing, and the site's physical relationship to the existing settlement.
39 Oak Street Shrewsbury, Shropshire, SY3 7RQ (26/02359/FUL)
Planning permission was granted for the creation of a terrace above an existing conservatory, a porch to the front, and the insertion of an additional window at the second floor level. The decision was made subject to conditions outlined in Appendix 1. The Belle Vue Conservation Area's Conservation Officer raised no objection, considering the proposals would preserve the character and appearance of the Conservation Area and the host dwelling. The development was deemed not to cause significant harm to the living conditions of neighbouring occupiers.
Appeals and Appeal Decisions
The committee noted the appeals and appeal decisions for the northern area. This included the allowance of an appeal for the siting of an agricultural worker's mobile home at Free Range Egg Unit north of Betton, Market Drayton, Shropshire, for a period of three years, subject to conditions. An appeal against the refusal of planning permission for side, rear, and basement extensions and refurbishment of an existing house at 20 Kennedy Road, Shrewsbury, was dismissed due to harm to the Shrewsbury Conservation Area. Appeals against a refusal for the siting of a glamping pod and an application for a Lawful Development Certificate for existing cabin use were also noted as pending.
