The Licensing Sub-Committee of Hammersmith and Fulham Council met on Thursday 02 July 2026 to consider four Temporary Event Notices (TENs) submitted by IMUSIX LTD for events on 4-5 July, 11-12 July, 18-19 July, and 25-26 July 2026. The committee decided to issue a counter notice for all four TENs, meaning the licensable activities requested could not take place.
Temporary Event Notices for IMUSIX LTD Rejected
The Licensing Sub-Committee considered four applications for Temporary Event Notices (TENs) from IMUSIX LTD, located at Ground Floor, 10 North End Crescent, London, W14 8TQ. These applications sought authorisation for the sale of alcohol, provision of late-night refreshment, and regulated entertainment for events on four consecutive weekends in July 2026.
The Environmental Protection Team lodged an objection to all four TENs, citing a history of noise complaints and breaches of a noise abatement notice served on the premises. John Garcia, a Noise and Nuisance Investigator, presented the team's concerns, highlighting that the premises had a significant history of noise issues, including three breaches of an abatement notice served on 15 February 2026. Mr. Garcia stated that these breaches demonstrated a failure to adequately control noise breakout and a lack of effective management controls, leading to a lack of confidence that the proposed events could operate without causing further disturbance to local residents.
Ziya Merton, a licensing consultant representing the applicant, acknowledged the concerns but highlighted that IMUSIX LTD had invested over £10,000 in soundproofing works to minimise noise breakout. The applicant argued that the TENs provided an opportunity to demonstrate the effectiveness of these improvements.
Despite the applicant's assurances and investment in soundproofing, the committee decided to issue a counter notice for all four TENs. This means that the licensable activities requested in the TENs, including the sale of alcohol, late-night refreshment, and regulated entertainment, are not authorised and may not take place. The committee's decision was based on the promotion of the four licensing objectives, particularly the prevention of public nuisance, and took into account the relevant legislation, guidance from the Secretary of State, and the council's statement of licensing policy. A full decision notice with reasons will be sent to the parties involved, and the applicant has the right to appeal to the Magistrates' Court within 21 days.
