The Planning and Regulatory Committee - Action Under Delegation meeting on Wednesday 1 July 2026 was scheduled to review decisions made by the Planning Manager under delegated powers during June 2026. The report pack detailed several planning applications and minerals and waste applications that had been processed.
SCC Proposals – Regulation 3
Several sites had proposals submitted for consideration under Regulation 3, which relates to the development of land owned by local authorities.
- Land south-west of Waterside Drive, Walton on Thames, Surrey, KT12 2JP (EL/2026/0383): Details regarding playing field ground conditions and the method of construction were to be reviewed, pursuant to Condition 12 of a previous planning permission.
- Former Hurst Park Primary School, 357 Hurst Road, West Molesey, KT8 1QW (EL/2026/1254): Information concerning tree planting was scheduled for review, as required by Condition 22 of a prior planning permission.
- Bramley Oak Academy, Horsham Road, Bramley, Guildford, Surrey GU5 0BJ (GU/25/CON/00055): The meeting was to consider details of a non-licenced method statement for Great Crested Newts, a precautionary method statement for reptiles, amphibians and breeding birds, a Habitats Maintenance and Management Plan, the final design of a surface water drainage scheme, and a Biodiversity Gain Plan. These were submitted in accordance with Conditions 10, 13, 17, and the Biodiversity Gain Condition of a previous planning permission.
- Woodlands School, Forty Foot Road, Leatherhead, KT22 8RY (MO/2026/00327): The proposal involved a single-storey extension to Woodlands Upper School, the demolition of an existing single-storey classroom block and its replacement with a new one, additional parking spaces, alterations to the access circulation route, and new landscaping.
- Land at Wray Park Training Centre, Surrey Fire and Rescue Service, Croydon Road, Reigate, RH2 0NE (RE26/00770/CON): A Drainage Strategy was to be reviewed, submitted pursuant to Condition 17 of a previous planning permission.
- Land at Bagshot Highways Depot, Surrey Heath District Transportation Office and Highway Depot, 2 London Road, Bagshot, Surrey, GU19 5HN (SU/26/0363/DCM): The proposal was for a change of use of an existing building from temporary use as a mortuary and office to permanent use as a mortuary and office. This also included the installation of a post-mortem suite, digital autopsy unit, covered walkway, and bin store, along with associated building and infrastructure works.
- Land at St John the Baptist School, Elmbridge Lane, Woking, Surrey GU22 9AL (WO/2026/0338): Details of a Coniston Road access scheme, an electric vehicle charging scheme, and a bicycle parking and charging scheme were scheduled for review, pursuant to Conditions 9, 12, and 13 of a previous planning permission.
- Land at St John the Baptist School, Elmbridge Lane, Woking, Surrey GU22 9AL (WO/PLAN/2026/0325): The meeting was to consider details of a Car Parking Management Plan and Travel Plan, submitted pursuant to Conditions 11 and 14 of a previous planning permission.
Minerals and Waste Applications
The committee was also scheduled to review decisions on minerals and waste applications.
- Lyne Lane CRC, Lyne Lane, Chertsey, Surrey KT16 0AR (RU.26/0801): A non-material amendment to a previous planning permission was to be considered, allowing for the installation of a drop-arm barrier, 2m high bolt-down weldmesh fencing, traffic control barriers, a kiosk, and CCTV, which was retrospective.
- Land at Hithermoor Quarry, Leylands Lane, Stanwell Moor, Surrey (SP23/00519/SCC): The proposal involved the construction of an engineered clay cap to the closed landfill at Hithermoor Quarry, utilising suitable imported clays with landscaping. This included the provision of a final soil layer, with a request to extend the time period for completing the restoration of the clay cap, without compliance with Conditions 2 and 6 of a previous planning permission.
Enforcement
A list of enforcement actions was also scheduled to be presented.
- Notices were issued on 30 June 2026 concerning alleged waste disposal at Moorside, Hithermoor Road, Stanwell Moor, Surrey TW19 6AU.
- A notice was also issued on 30 June 2026 regarding alleged importation and deposit of waste materials and the alleged creation of a bund at Quarry Farm, Godstone, Surrey. RH9 8DQ.
Environmental Impact Assessment - Screening and Scoping Opinions Issued
The meeting was to review an opinion issued regarding a site at Land at Salfords Rail Yard, Salbrook Road, Salfords, Surrey H1 5DE (Reg No 6). The proposal involved changes to a permitted recycled and secondary aggregate processing facility. An Environmental Impact Assessment (EIA) was deemed required for this proposal.
