The committee resolved to grant the licence, subject to numerous conditions aimed at promoting the licensing objectives.

The Licensing Sub-Committee granted a Premises Licence for Stone Foundries, located at 669 Woolwich Road, SE7 8HL. The licence permits a range of licensable activities, including the performance of live and recorded music, plays, and films, indoor sporting events, boxing or wrestling entertainment, and the sale of alcohol for on-sales only.

The approved hours for these activities are as follows:

• Live and Recorded Music: Monday to Sunday, 09:00 to 22:30.
• Plays and Films: Monday to Sunday, 09:00 to 23:00.
• Indoor Sporting Events: Monday to Friday, 09:00 to 23:00; Saturday and Sunday, 12:00 to 23:00.
• Boxing or Wrestling Entertainment and Dance Performances: Monday to Sunday, 12:00 to 23:00.
• Sale and Supply of Alcohol (On-Sales only): Monday to Sunday, 12:00 to 22:30.

The licence is subject to a comprehensive set of conditions, agreed upon by the applicant and responsible authorities, and further conditions imposed by the Sub-Committee. These conditions cover various aspects, including CCTV operation, public nuisance prevention, noise control, protection of children from harm, staff training, incident management, security and stewarding, welfare and safety, and medical provision.

Key conditions agreed with responsible authorities include a routine capacity limit of 999 persons, with specific definitions and notification processes for Major Events (defined as alcohol-led or ticketed music-led events with 1,000+ capacity, any boxing/wrestling event regardless of capacity, or events with 3,000+ anticipated capacity). Event Management Plans (EMPs) and site layout plans, adhering to the principles of the Purple Guide, are required for events exceeding 1,000 persons or Major Events. Event frequency limits were also imposed, with a maximum of three events exceeding 1,000 persons allowed until 31 December 2026, and a maximum of ten such events per calendar year from 1 January 2027.

The Licensing Sub-Committee also imposed additional conditions, including the requirement for traffic marshals for events exceeding 500 persons. A step-up mechanism was introduced, stipulating that the first three events held under the licence must not exceed 500 persons. Post-event summary reports are required after each of these initial events, and the premises can only operate at higher capacities after the Licensing Authority confirms compliance.

The Sub-Committee considered representations from several responsible authorities, including the Metropolitan Police, Licensing Authority, Environmental Health (Public Safety), and the Community Protection Team (noise). Concerns were raised regarding outdoor events, noise management, and potential public nuisance. The applicant agreed to numerous conditions proposed by these authorities. The Community Protection Team expressed concerns about the applicant's ability to achieve required noise limits, while the Licensing Authority noted that breaches would be a matter for enforcement. A representation was also received from a nearby licensed business, highlighting potential impacts on other licensed premises.

The Sub-Committee was satisfied that the conditions imposed were necessary and proportionate to promote the licensing objectives. The applicant clarified that indoor activities would take place within marquees. The decision to grant the licence was made after hearing from the applicant and noting their willingness to accept the proposed conditions.

The applicant has the right to appeal the decision to the Magistrates' Court within 21 days of written notification.
