The Licensing Sub-Committee of Hammersmith and Fulham Council met on Wednesday 29 July 2026 to discuss variations to street trading conditions and regulation of commodities, and to consider Temporary Event Notices. The committee adopted revised standard conditions for street trading licences and regulations for commodities. They also issued counter notices for three Temporary Event Notices for IMUSIX LTD at 10 North End Crescent, London W14 8TQ, meaning the proposed events will not be authorised.

Variation of Prescribed Standard Conditions and Regulation of Commodities

The committee agreed and adopted revised Prescribed Standard Conditions for Street Trading Licences 2026 and revised Regulation of Commodities for Street Trading Licences 2026. These updates, which were subject to consultation with no objections received, aim to raise standards, support traders, and ensure consistency in street trading across the borough.

Key amendments to the Prescribed Standard Conditions include:

• Reducing the minimum public liability insurance cover from £10 million to £5 million to ease the burden on traders, particularly for one-off events.
• Allowing background or incidental music for specialty markets with prior written consent from the council, to support unique ambiances.
• Clarifying conditions regarding the use of generators, preferring battery power and discouraging diesel or petrol generators to align with environmental aims.
• Updating wording for shop front trading licences on private land to ensure consistency with other local authorities and existing legislation.

The Regulation of Commodities has been revised to offer greater flexibility, for example, by consolidating clothing categories into a general clothing section.

Temporary Event Notices for IMUSIX LTD

The committee considered three Temporary Event Notices (TENs) submitted by IMUSIX LTD for events scheduled on 1, 8, and 15 August 2026, at Ground Floor, 10 North End Crescent, London W14 8TQ. The applications sought permission for the sale of alcohol, late-night refreshment, and regulated entertainment between 12:00 and 02:00.

The Environmental Protection Team objected to all three applications on the grounds of preventing public nuisance. Their objections were based on the premises' history of noise complaints, a subsisting noise abatement notice served on 15 February 2026, and four documented breaches of this notice, the most recent occurring on 19 July 2026. The team expressed a lack of confidence that the licensing objective of preventing public nuisance would be promoted if the TENs were granted, particularly given the proposed extended hours beyond those permitted by the existing premises licence.

The applicant, Delia Ruzan, highlighted the financial pressures on her business and her commitment to addressing noise concerns. She explained that sound insulation work had been carried out in the basement, and that on the night of the most recent breach (19 July), a brief musical request for her birthday celebration had led to the issue. She expressed a willingness to continue working with the council and neighbours to resolve any concerns.

After considering the submissions from all parties, the committee decided to issue a Counter Notice under section 105 of the Licensing Act 2003 for each of the three TENs. This means that the licensable activities described in the notices are not authorised and may not take place. The committee's decision was based on the promotion of the four licensing objectives, with a particular focus on the prevention of public nuisance, and the history of non-compliance and breaches of the noise abatement notice.
