The Licensing Sub Committee Hearing Panel of Manchester Council met on Thursday 23 July 2026. The primary item scheduled for discussion was a review of the premises licence for Tib Street Off-Licence, following a closure order issued by Manchester Magistrates Court. The meeting also included standard agenda items such as urgent business, appeals, and declarations of interest.

Review of Premises Licence for Tib Street Off-Licence

A significant portion of the meeting was scheduled to be dedicated to the review of the premises licence for Tib Street Off-Licence, located at 41 Tib Street, Manchester, M4 1LX, in the Piccadilly Ward. This review was triggered by a closure order made by Manchester Magistrates Court on 4 June 2026 under section 80 of the Anti-social Behaviour, Crime and Policing Act 2014. The court's order mandated the premises to remain closed for three months.

The report pack indicated that the licensing authority was required to review the premises licence under section 167 of the Licensing Act 2003. The agenda stated that the panel would consider the report of the Director of Planning, Building Control and Licensing.

Two relevant representations were received concerning this review. Greater Manchester Police (GMP) submitted a representation stating that the premises had been associated with criminal activity and anti-social behaviour, undermining the licensing objectives. GMP requested the revocation of the premises licence. The Licensing and Out of Hours Compliance Team also submitted a representation, considering that the findings demonstrated fundamental failings in the management of the premises and that the licensing objectives were not being adequately promoted. This team also supported the review and invited the committee to give serious consideration to revoking the premises licence.

The report pack outlined that the panel would consider the licence holder, Zahid Mahmood, who had held the licence since 19 July 2005, and was also the designated premises supervisor. The licensable activities authorised by the licence included the retail sale of alcohol for consumption off the premises, recorded music, and the provision of late-night refreshment.

The report also detailed the legal considerations, including the Licensing Act 2003 (Hearings) Regulations 2005, and the Secretary of State's Guidance to the Licensing Act 2003, which licensing authorities must have regard to. The Manchester Statement of Licensing Policy was also relevant, particularly Section 12 concerning reviews, which states that in cases where evidence shows the crime prevention objective is being undermined, revocation of the licence will be seriously considered.

The recommendations available for the panel to consider included modifying the conditions of the licence, excluding a licensable activity, removing the designated premises supervisor, suspending the licence for up to three months, or revoking the licence. The report emphasised that all licensing determinations should be considered on their individual merits, be evidence-based, justified, and proportionate.
