The Planning and Development Control Committee meeting on Tuesday 13 October 2026 considered plans for a new residential development on Goldhawk Road, a change of use for offices to residential units on Hammersmith Road, and the conversion of a former cinema into a padel court centre at the West 12 Shopping Centre. The committee also considered extensions and conversions to create new residential units at Fulham Park Gardens.
190-194 Goldhawk Road, London W12 9NS
The committee approved the demolition of existing buildings and the construction of a part four, part five, and part six-storey building comprising 24 self-contained flats and a 234 sqm commercial unit at ground and basement levels. This will be accompanied by the construction of 12 one and two-storey dwelling houses in a mews style at the rear of the site. The development will include associated car and cycle parking, refuse storage, amenity space, and landscaping, with a relocated vehicular access from Goldhawk Road. The proposal includes 12 affordable housing units, representing 36% by habitable room. The decision was made subject to changes outlined in the written and verbal addendum and the completion of a legal agreement.
99-119 Hammersmith Road, London W14 0QH
Planning permission was granted for the change of use of the first, second, and third floors from offices to 29 residential dwellings, with shared amenity space in the basement. The proposal also includes the reconfiguration of office entrance cores to create communal entrances for the residential units, along with external alterations to the rear, new stairs to the basement, and provision for cycle and refuse storage. A listed building consent application for the same works was also approved. The development will be car-permit free, and a financial contribution of £900,000 will be made towards off-site affordable housing provision, secured via a Section 106 agreement.
West 12 Shopping Centre, Shepherd's Bush Green, London W12 8PP
The committee approved the change of use of part of the second floor from a cinema (Sui Generis) to a padel court centre (Use Class E(d)). The former Vue cinema, which closed in June 2026, will be transformed into 11 padel courts, with ancillary facilities including toilets, changing rooms, and a café. The proposed hours of operation are 6 am to midnight from Sunday to Thursday, and 6 am to 1 am on Fridays and Saturdays. A Section 106 agreement will secure a £68,000 contribution towards community safety measures and a community and school management plan.
57-59 and 61-64 Fulham Park Gardens, London SW6 4LB
The committee considered plans for extensions and alterations to create seven new one-bedroom self-contained flats at roof level. Additionally, the ground floor of No. 61 Fulham Park Gardens will be converted from one three-bedroom flat into two studio flats. The proposal also includes single-storey extensions to the rear, new rooflights, and the erection of bin and cycle stores at the front of the buildings. The development will be car-permit free, with a Section 106 agreement to include a £3,000 annual Construction Logistics Plan monitoring fee and associated legal fees. The development will also be subject to Mayoral and Local CIL charges.
