The Planning and Licensing Committee of Cotswold Council met on Wednesday, 14 October 2026. The committee considered several planning applications and public rights of way matters.
Land West of Bath Road, Tetbury
The committee resolved to grant permission for the erection of eight dwellings, including three affordable units, on land west of Bath Road in Tetbury, subject to the completion of a Section 106 legal agreement. The council's inability to demonstrate a five-year housing land supply was a significant material consideration. The proposal was deemed acceptable due to its close relationship with Tetbury, accessibility to services, and contribution to housing delivery. Conditions were proposed for a traffic regulation order to reduce the speed limit and extend the footway. Biodiversity enhancements and drainage measures were also included.
Public Path Diversion, Stopping Up and Creation Order - Land West of Worwell Farmhouse, Tetbury
The committee resolved to make a Public Path Diversion, Stopping Up and Creation Order for Tetbury Upton Footpath No NTU 46 (Part) at Worwell Farm. This diversion is necessary to enable development permitted on the site. The new route will be slightly shorter than the existing path and will provide a legal public right of way to the Wor well
feature. The committee resolved to make the order and carry out statutory consultations, with the intention to confirm it if unopposed.
Public Path Diversion Order - Moorhouse, Brimpsfield
This item was withdrawn from the agenda due to late objections received from the South Cotswold Ramblers, which prevented the necessary amendments and consultations from being completed in time for the meeting. The applicant's agent requested the withdrawal.
The Triangle, Donnington, Moreton-in-Marsh
The committee refused permission for the erection of an outbuilding at The Triangle, Donnington. The refusal was based on concerns that the proposed building, by virtue of its scale, form, proportions, design, massing, and materials, would result in a development that fails to respect the character of the area, which is designated as a National Landscape. The building's prominent location, its 4.2-metre ridge height, and its dark, largely unbroken outward-facing elevations were considered to introduce an assertive built feature into the rural landscape, detracting from local landscape character and visual quality. This was deemed contrary to national planning policy and local plan policies relating to design, the Cotswolds National Landscape, and the wider natural and historic environment.
