Council approved the minutes of the Full Council meeting held on 18 March 2026 and the Annual Council meeting held on 20 May 2026 on 15 July 2026. Council approved the appointment of Councillor Naomi Bloomer to the Overview and Scrutiny Committee with immediate effect on 15 July 2026. Council approved a programme of dementia-friendly work-streams and endorsed continued partnership working on 15 July 2026. Council resolved to approve the Overview and Scrutiny Committee Annual Report 2025/26 on 15 July 2026. Council resolved to agree that every family should have access to safe, high-quality maternity care and to request the Leader meet with the Cabinet Member for Health at Gloucestershire County Council to discuss improvements to maternity provision on 15 July 2026. Council approved the publication of the Cotswold Local Plan 2026–2043 Regulation 19 document for consultation and submission to the Government for independent examination on 12 August 2026.

The Council decided to approve recommendations from the Constitution Working Group regarding the National Scheme of Delegation for Planning Functions on 23/09/2026. This involved adopting revised versions of the Planning Protocol and the non-executive scheme of officer delegation relating to Planning. The approved changes align the Council's Constitution with new national regulations for discharging local planning authority functions.

The Council decided to approve recommendations for the Cotswold Local Plan 2026-2043 on 12 August 2026. This approval allows for the publication of the Local Plan for a six-week consultation and its subsequent submission to the Secretary of State for independent examination. The Director for Communities and Place, in consultation with the Portfolio Holder for Housing and Planning, has been granted delegated authority to make minor corrections before consultation and to prepare an 'Additional Modifications' Schedule if required.

The Council, Cabinet decided to approve recommendations for making Cotswold District dementia friendly on 15/07/2026. The decision included noting progress, approving a programme of dementia-friendly workstreams, and endorsing continued partnership working.
