Open Council Network is an independent organisation. We report on Camden and are not the council. About us
The Licensing Panel C of Camden Council was scheduled to consider two applications for premises licences. One application was for a new licence for Luma, a restaurant and bar in King's Cross, and the other was to vary the licence for Terrazza, a restaurant in Gospel Oak, to include a roof terrace and extend operating hours.
Luma, Units 1 and 2, Luma House, 6 Lewis Cubitt Walk, King's Cross
The panel was scheduled to consider an application for a new premises licence for Luma, located at 6 Lewis Cubitt Walk, London N1C 4DT. The application, detailed in the Public reports pack 15th-Oct-2026 19.00 Licensing Panel C.pdf, sought permission for the supply of alcohol for consumption on and off the premises, late-night refreshments, and recorded music. The proposed operating hours included alcohol sales until midnight on weekdays and 00:30 on Fridays and Saturdays, with late-night refreshments until 23:30 on weekdays and 00:00 on weekends.
The report indicated that representations opposing the application had been received from local residents, citing concerns regarding the prevention of public nuisance and protection of children from harm. However, the Police and Environmental Health Responsible Authorities had withdrawn their representations after agreeing on a set of conditions with the applicant. These agreed conditions included the installation of CCTV, a Challenge 25
policy for alcohol sales, and restrictions on the use of external areas after 22:30.
Terrazza, 240 Haverstock Hill, Gospel Oak
The panel was also scheduled to consider an application to vary the premises licence for Terrazza, located at 240 Haverstock Hill, London NW3 2AE. This application, detailed in the Public reports pack 15th-Oct-2026 19.00 Licensing Panel C.pdf, sought to amend the opening hours, change the seating layout to include a roof terrace as part of the licensable area, and add seven new conditions to the licence. The proposed new opening hours were from 10:00 to 00:00 on Sundays to Wednesdays, and 10:00 to 01:30 on Thursdays to Saturdays.
Representations opposing the application were received from the Licensing Authority and Environmental Health, primarily concerning the prevention of public nuisance. Environmental Health raised concerns about the use of the roof terrace, noting that its planning status was disputed and that it had been used without prior consent. They also highlighted historical complaints related to noise from the premises, particularly concerning the roof terrace. The Licensing Authority's representation noted that the proposed hours fell outside the council's framework hours policy. The applicant had proposed several conditions, including the installation of a sound limiting device, the Ask for Angela
scheme, staff training on welfare and vulnerability, and restrictions on noise breakout and external alcohol consumption.
