Open Council Network is an independent organisation. We report on Shropshire and are not the council. About us
The Northern Planning Committee of Shropshire Council was scheduled to consider a hybrid planning application for a new Lidl foodstore and residential development in Shrewsbury, alongside proposals for new housing developments in Ellesmere and Clive. The committee was also scheduled to discuss the National Scheme of Delegation for planning functions and review recent appeal decisions.
Land North Welshpool Road, Bicton Heath, Shrewsbury
The committee was scheduled to consider a hybrid planning application for land north of Welshpool Road in Bicton Heath, Shrewsbury. This application sought full planning permission for a new Lidl foodstore, including associated car parking and landscaping. It also sought outline planning permission for residential development and a care home, with access arrangements to be approved in detail. The report pack indicated that officers recommended granting delegated authority to approve the application, subject to a Section 106 Agreement and planning conditions.
Proposed Residential Development Land East of Teal Drive, Ellesmere
A proposal for the erection of 40 dwellings, together with associated infrastructure and landscaping on land east of Teal Drive in Ellesmere, was scheduled for consideration. The report pack indicated that officers recommended granting planning permission, subject to conditions and the completion of a Section 106 legal agreement. This application had been called in by the local member due to significant public interest and concerns regarding flood risk, drainage, highway safety, housing mix, and the site's planning history.
Proposed Residential Development Land to the South of Station Road, Clive
The committee was scheduled to consider an outline planning application for a residential development of up to 25 dwellings on land to the south of Station Road in Clive. Access was the only matter to be approved at this stage, with other details reserved for subsequent consideration. The report pack indicated that officers recommended granting permission, subject to a Section 106 Agreement and planning conditions. This application had been referred to the committee following a request from the local ward member, due to the level of objection received and the planning balance to be struck.
National Scheme of Delegation
The committee was scheduled to discuss the implications of the mandatory National Scheme of Delegation for planning functions, which was due to come into effect on 31 October 2026. The report indicated that Shropshire Council was required to amend its Constitution and associated planning delegations by this date. The scheme distinguishes between Schedule 1 functions, which must be delegated to officers, and Schedule 2 functions, which are delegated by default but have a limited gateway eligibility for committee referral. The report recommended that authority be delegated to the Monitoring Officer to make the necessary amendments to the Council's Constitution.
Appeals and Appeal Decisions
The committee was scheduled to note the appeals and appeal decisions for the northern area. The report pack listed two appeals: one against a refusal for the erection of four dwellings at Saracens Car Park, Shrewsbury Road, Hadnall, and another against a refusal for a proposed access driveway to support two dwellings on land west of Tern Hill Hall, Tern Hill.
