The Alcohol and Entertainment Licensing Sub-Committee of Brent Council was scheduled to consider an application for a Temporary Event Notice. The application was made by Ms Tammy Mpitu for the premises at 13 Marian Way, NW10 4XH, to allow for the sale of alcohol and regulated entertainment.

Application for a Temporary Event Notice at 13 Marian Way

The sub-committee was scheduled to review an application for a Temporary Event Notice (TEN) submitted by Ms Tammy Mpitu for the property at 13 Marian Way, NW10 4XH. The application sought permission for the sale of alcohol and the provision of regulated entertainment between 8:00 PM and 4:00 AM on 7 and 8 August 2026. The event was described as a BBQ party to celebrate Jamaican Independence Day.

The report pack indicated that representations were received from the Police and the Nuisance Control Team.

The Police submitted a representation objecting to the TEN, citing concerns that the event would undermine the licensing objectives, specifically the prevention of crime and disorder, public safety, and the prevention of public nuisance. The Police noted that the proposed event location is in an area known for serious crime and gang activity. They expressed concern that a residential property, lacking the infrastructure of a commercial venue, would host an event with alcohol sales and entertainment until 4:00 AM, which they believe increases the risk of alcohol-related violence, disorder, and anti-social behaviour. The Police also highlighted that the event was being publicly promoted on social media platforms like TikTok, with tickets available for purchase, suggesting attendance would not be limited to friends and family.

Further concerns were raised by the Police regarding a history of complaints and enforcement action at the address. This included complaints from local residents on 31 December 2024 regarding excessive noise until approximately 4:00 AM, and video evidence suggesting alcohol sales and ticket sales. A warning letter was issued on 23 January 2025 regarding potential offences under Section 136 of the Licensing Act 2003¹ for unauthorised licensable activities.

The Nuisance Control Team also objected to the TEN on the grounds that public nuisance was likely to occur. They stated that the premises had attracted multiple noise complaints via the Noise App and had been subject to a Noise Abatement Notice² since June 2025, which was still in force. The team indicated that the proposed event, with amplified music and attendees, was likely to cause significant disturbance to neighbouring residents, particularly given the event's duration into the early hours of the morning and the location within a residential estate.

The report pack also included correspondence from Edwin Maldoom, a Licensing Enforcement Officer at Brent Council, dated 23 January 2025, to Mrs Tamikio Mpitu concerning unauthorised licensable activities at 13 Marian Way. This letter warned of potential criminal offences under Section 136 of the Licensing Act 2003 if unauthorised activities, such as the sale of alcohol and provision of music, continued without the necessary authorisation.

A supplementary submission from the Police on 30 July 2026 added further evidence, including screenshots of advertisements for events such as SPORT & SEXY BBQ #4 on Eventbrite.

The sub-committee was scheduled to consider these representations in relation to the promotion of the licensing objectives as outlined in the Licensing Act 2003.
