The Licensing Sub Committee is scheduled to consider applications for variations to existing premises licences and for new premises licences. The committee will review applications for The Lockdown Room, Shah's Halal Food, and The Espresso Room.
Application for a Variation of a Premises Licence for The Lockdown Room
The committee is scheduled to consider an application to vary the premises licence for The Lockdown Room, located at 50 Hopewell Square, London, E14 0SY. The proposed variation seeks to extend the sale of alcohol to midnight, introduce late-night refreshment hours from 11:00 PM to 12:00 AM (midnight) daily, and extend the premises' opening hours to 12:30 AM daily. The existing licence authorises the sale of alcohol from 7:00 AM to 11:00 PM Monday to Saturday and 7:00 AM to 10:00 PM on Sundays, with recorded music permitted until 11:00 PM Monday to Saturday and 10:00 PM on Sundays.
Representations have been received from local residents, including Ashley Lumsden, Chair of the Residents' Association, and Iain Grant, who support the application. However, objections have also been lodged by Bo Cheng, Ming Yapp, and Przemyslaw Kalwa, who raise concerns about noise nuisance, public disorder, and the impact on residential amenity, particularly due to the premises' location within the Brick Lane Cumulative Impact Zone (CIZ). The applicant has proposed conditions to address these concerns, including restrictions on outdoor area use and a dispersal policy.
Application for a New Premises Licence for Shah's Halal Food
An application for a new premises licence for Shah's Halal Food, located at 106 Brick Lane, London, E1 6RL, is scheduled for consideration. The application seeks authorisation for the provision of late-night refreshment (indoors) from 11:00 PM to 1:00 AM Monday to Friday, and 11:00 PM to 3:00 AM on Saturdays and Sundays. The proposed opening hours are from 10:00 AM to 1:00 AM Monday to Friday, and 10:00 AM to 3:00 AM on Saturdays and Sundays. The premises is described as a restaurant that does not sell alcohol.
Representations have been received from the Licensing Authority, Environmental Protection, and a resident, Lorna Kelly. These objections primarily relate to the premises' location within the Brick Lane Cumulative Impact Zone (CIZ), concerns about customers congregating outside, and the potential for public nuisance. Environmental Protection has expressed concern that the extended hours, which exceed the council's framework hours, could increase noise and disturbance. The applicant has submitted a rebuttal, highlighting that other restaurants on Brick Lane operate with similar late hours and proposing amended hours and operational adjustments to mitigate potential impacts. The applicant has also agreed to the installation of a CCTV system.
Application for a Variation of a Premises Licence for The Espresso Room
The committee is also scheduled to consider an application to vary the premises licence for The Espresso Room, located at Unit 3, 50 Hopewell Square, London, E14 0SY. The proposed variation seeks to extend the sale of alcohol to midnight daily, introduce late-night refreshment hours from 11:00 PM to midnight daily, and extend the premises' opening hours to 12:30 AM daily. The current licence authorises the sale of alcohol from 7:00 AM to 11:00 PM Monday to Saturday and 7:00 AM to 10:00 PM on Sundays, with recorded music permitted until 11:00 PM Monday to Saturday and 10:00 PM on Sundays.
The committee will also receive any apologies for absence and note the rules of procedure. The minutes of previous meetings held on 17 September, 22 September, and 1 October 2026 are scheduled for confirmation. Additionally, the committee may be requested to extend decision deadlines for certain applications due to the volume of work.
