Open Council Network is an independent organisation. We report on Hinckley and Bosworth and are not the council. About us
The Finance & Performance Scrutiny committee is scheduled to review the annual performance of Hinckley Leisure Centre, examine the council's financial outturn for June 2026, and discuss treasury management activities for the second quarter of the 2026/27 financial year. The committee will also consider its forward work programme.
Hinckley Leisure Centre Annual Performance Report 2025-26
The committee is scheduled to receive an update on the performance of Hinckley Leisure Centre for the period April 2025 to March 2026. The report, which will be supplemented by a presentation from the leisure contractor, Places Leisure, is expected to highlight the centre's performance in areas such as footfall and participation, which have seen a steady increase over the past decade. While overall footfall and participation figures have risen, the report indicates a decline in memberships across fitness, swimming, and swimming lessons. This is partly attributed to the transfer to a new membership database system, Gladstone, which prompted existing members to re-evaluate their memberships. The report also notes the strong swimming lesson provision and the varied fitness offer at the centre. Furthermore, it is anticipated that the report will detail the centre's contribution to health and wellbeing initiatives within the community, including programmes for individuals with long-term health conditions and partnerships with local schools. Customer experience is reported to be strong, with Hinckley Leisure Centre achieving a Net Promoter Score higher than the company standard.
Financial Outturn - June 2026
The committee is scheduled to review the council's financial outturn position as at June 2026. The report will present the General Fund budget monitoring summary, detailed variance analysis, and the Capital Programme outturn by scheme. It will also include details of the council's current debt portfolio, a new inclusion following a recent peer review. The General Fund is forecast to see an increase in costs, leading to a reduced transfer to balances compared to the budgeted position. Significant service variations are highlighted, with homelessness noted as a major area of expenditure pressure due to additional bed and breakfast costs. The Capital Programme shows a significant spend against the budget for the period, with most schemes anticipated to be completed by the year-end. The Housing Revenue Account (HRA) is forecast to be in a deficit, with employee costs and premises-related costs contributing to the variance.
Treasury Management Quarter 2 2026/27
This report is scheduled to inform members about the Treasury Management activities undertaken in the second quarter of the 2026/27 financial year. It is expected to confirm that these activities are in line with the limits set out in the Council's Treasury Management Policy. The report will detail the council's debt holdings for both the Housing Revenue Account (HRA) and the General Fund. An economic background section is included, noting an upward trend in interest rates on debt. The report will cover investment activity, stating that as of 30 September 2026, the Council held investments totalling £3,625,000, with a weighted average return similar to market rates. The borrowing activities section will outline the General Fund's forecast need to borrow for capital purposes and the HRA's existing borrowing from the Public Works Loan Board (PWLB). Details of recent borrowing for the purchase of General Fund properties are also expected to be presented.
Finance & Performance Scrutiny Work Programme
The committee is scheduled to review its forward work programme for 2026/27 and 2027/28. This programme outlines the planned reviews and monitoring activities for the coming years, including regular updates on treasury management, financial outturns, and performance management frameworks. It also details planned frontline service reviews, such as those for Streetscene Services and Environmental Health, and specific reports on topics like the Commercial Estate and the impact of Planning Committee Reform. The programme aims to ensure ongoing monitoring of the council's financial performance and service delivery across all its corporate aims.
