The Licensing (Premises) Sub-Committee of Buckinghamshire Council met on Thursday 13 August 2026 to consider a Temporary Event Notice (TEN) for The Bricklayers Arms public house. The committee decided to allow the event to proceed as submitted, without issuing a counter notice or imposing additional conditions.

The Bricklayers Arms Temporary Event Notice

The main focus of the meeting was to determine an application for a Temporary Event Notice (TEN) for The Bricklayers Arms, located at 19 Walton Terrace, Aylesbury, HP21 7QY. The TEN was submitted by Puja Kubavat for a 50th birthday BBQ party to be held on 15-16 August 2026, with licensable activities including amplified DJ music outdoors until midnight and indoors until 1 am, for up to 200 attendees.

Environmental Health submitted an objection to the TEN on the grounds of preventing public nuisance. Charlie Robinson, Environmental Health Team Leader, presented the objection, citing the premises' history of noise complaints, a previous noise abatement notice, and restrictions imposed on the premises licence following a review. Mr. Robinson highlighted that despite assurances and mitigation measures implemented for a previous event on 1 August 2026, amplified music was still clearly audible and intrusive in neighbouring residential properties, significantly impacting residents' amenity and sleep. He stated that the proposed event hours and activities were similar to those that caused the nuisance.

However, the Sub-Committee noted that the historical issues and the noise abatement notice were primarily related to previous management of the premises. They also considered the evidence of constructive engagement between the new premises user, Puja Kubavat, and local residents and Environmental Health, demonstrating a willingness to operate responsibly. The committee observed that there had been a lack of formal complaints from residents regarding recent events, even when advance notice was given. While acknowledging the concerns raised by Environmental Health regarding the 1 August event, the Sub-Committee did not find the evidence sufficient to conclude that the licensing objective of preventing public nuisance would be undermined.

The Sub-Committee also took into account the nature of the proposed event, described as a private family BBQ where music would be ancillary to the main event. Mr. Patel, representing the applicant, assured the committee that the music would not be the principal focus and that the genre of music would differ from that which had caused concerns previously.

Ultimately, the Licensing (Premises) Sub-Committee determined that there was insufficient evidence to justify issuing a counter notice to refuse the event. They also decided that it was not appropriate to impose any conditions from the current premises licence onto the TEN. Therefore, the Temporary Event Notice was allowed to proceed as submitted.

The decision was communicated to the applicant and other relevant parties, with details of the right to appeal provided. The Sub-Committee thanked Mr. Patel for his attendance and engagement, wishing him well in his business.
