Open Council Network is an independent organisation. We report on Sutton and are not the council. About us
The Planning Committee of Sutton Council is scheduled to convene on Wednesday 4 November 2026 to consider a range of planning applications. The meeting's agenda includes discussions on a significant application to vary conditions for a large residential development in Sutton, as well as proposals for a new care home in Cheam and a change of use for a property in Sutton to provide emergency accommodation for single-parent families.
B And Q Plc, Sutton Court Road, Sutton
A key item for discussion is an application concerning the site at B and Q Plc, Sutton Court Road, Sutton SM1 4RQ. This application seeks to vary several conditions of a previous planning permission (ref: DM2024/01476 and DM2022/01764). The proposed changes include the addition of six storeys to building A1, three storeys to building A2, and a 15-storey infill extension between blocks A2 and B. Additionally, there are plans for a part 1, part 3, and part 9 storey upwards extension to Block C, along with alterations to the footprint of Blocks A1, A2, B, and C. These modifications are intended to provide an additional 149 self-contained residential units, an increase in commercial floorspace, and adjustments to cycle and parking provisions, fenestrations, landscaping, and amenity spaces.
32 The Avenue, Cheam
The committee is also scheduled to consider an application for the site at 32 The Avenue, Cheam SM2 7QB. This proposal involves the demolition of the existing care home and the erection of a two-storey detached care home with roof accommodation and a basement level. The new facility is planned to comprise 15 bedrooms, with parking, a cycle store to the front, and a refuse store to the rear. The report pack indicates that the proposal is recommended for approval, subject to conditions and a Section 106 agreement. The reasons for this recommendation include the acceptability of the proposal in land use terms, its respect for the local context and heritage assets, and its provision of a satisfactory level of accommodation without significant harm to neighbouring amenities or highway safety. The report highlights that the proposal aligns with national and local policies supporting specialised housing and the delivery of homes to meet identified needs.
10 Hillcroome Road, Sutton
Another item on the agenda is an application for 10 Hillcroome Road, Sutton SM2 5EL. This application seeks permission for a change of use from Class C3 (Residential) to Class C2 (Residential Institution). The proposal is to provide short-term, emergency temporary accommodation for up to six single-parent families. The report indicates that this change of use is recommended for approval, subject to conditions. The recommendation is based on the principle of providing essential social care infrastructure to meet a statutory need, as supported by LBS Children's Services. The report also notes that the development involves no external modifications, thus preserving the character and appearance of the property within the Highfields Area of Special Local Character (ASLC). Furthermore, it is considered that the scheme will not adversely impact neighbouring residential amenity, with a Neighbourhood Operational and Management Plan to be enforced to manage resident behaviour and operational controls.
The meeting will also include standard procedural items such as welcome and introductions, apologies for absence, and declarations of interest. The minutes of previous meetings held on 7 October 2026 and 28 October 2026 are also scheduled for approval. The committee may also consider any urgent business that the Chair deems necessary to address.
The documents available for the meeting include the Agenda frontsheet for the Planning Committee meeting on 4 November 2026 and the Public reports pack for the Planning Committee meeting on 4 November 2026.
