Environmental Health had lodged an objection on the grounds that the event would undermine the licensing objective of the prevention of public nuisance. Their objection cited previous noise complaints from neighbouring residential properties during similar events, the results of noise monitoring, and the recent service of a noise abatement notice under the Environmental Protection Act 1990 on the premises' owner, Cocktail Club Ltd.

The report detailed that the rear garden of The Greenhouse is bounded by residential properties, and noise from previous events had been reported as intrusive. Environmental Health noted that the venue had seen an increase in the number of TENs issued, moving from zero in 2024 to nine TENs covering twelve days in 2026, indicating an intensification of its use as an outdoor entertainment space. The officer's report highlighted that advertising for some events used terms like Party and Ibiza, and that the EL Casa White Party had featured five DJs.

The committee had three options: to give a counter notice, preventing the proposed activities; to not give a counter notice, allowing the activities; or to impose conditions from the existing premises licence.

Following consideration of the objection and the report, the Licensing Act Sub-Committee resolved to issue a counter notice. This decision was made to uphold the licensing objective of the prevention of public nuisance.

The meeting also included the formal election of Councillor Mark Owen as Chair for the duration of the meeting and a confirmation that no disclosable pecuniary interests were declared by the committee members.
