The Licensing Sub-Committee of Barking and Dagenham Council is scheduled to convene on Wednesday, 26 August 2026. The primary focus of the meeting will be a hearing concerning an application to vary a premises licence for Deuce Lounge.

Application to Vary Premises Licence for Deuce Lounge

The meeting is scheduled to consider an application to vary the premises licence for Deuce Lounge, located at 20-22 London Road, Barking, Essex, IG11 8AG. The application, submitted by Ayodele Oshin, seeks to extend the permitted hours for various licensable activities, including the provision of recorded music, late-night refreshment, and the sale of alcohol.

The proposed variations include extending the hours for recorded music from Monday to Wednesday until 02:30 (an additional hour), and from Thursday to Saturday until 04:30 (an additional hour). For late-night refreshment, the proposed hours are Monday to Wednesday until 02:30 (an additional hour) and Thursday to Saturday until 03:30 (an additional hour). The sale of alcohol is proposed to be extended until 02:30 on Mondays to Wednesdays (an additional hour) and until 04:00 on Thursdays to Saturdays (an additional hour). Non-standard timings are also proposed to be extended.

Representations have been received against the application from the Metropolitan Police, a Ward Councillor, and a local resident. The Metropolitan Police's representation focuses on the prevention of crime and disorder and the prevention of public nuisance, citing concerns about increased licensable hours in a residential area and previous complaints of anti-social behaviour. Councillor Saima Ashraf, Deputy Leader of the Council and Cabinet Member for Community Leadership & Engagement, has also lodged an objection, highlighting concerns about increased noise and footfall in a residential area. A local resident, acting as an interested party, has also submitted a representation detailing issues of noise nuisance, patron behaviour, intimidation, violence, and a tragic incident allegedly connected to the premises.

Following discussions, the applicant, Ayodele Oshin, has agreed to amend the application. The proposed extension for recorded music and late-night refreshment will now be limited to an additional 30 minutes. The proposed opening hours have also been amended to Sunday to Wednesday: 12:00 midday to 03:00, and Thursday to Saturday: 12:00 midday to 05:00. The Metropolitan Police have withdrawn their representation following these amendments. However, no agreement has been reached with the other parties who have made representations.

The Sub-Committee will consider the report, appendices, and any oral submissions made at the hearing to determine the application. The options available to the Sub-Committee include refusing the application, approving it with conditions, restrictions, or reductions, or granting the application in full as originally applied for.
