The Greater Manchester Combined Authority Resources Committee is scheduled to meet on Friday 28 August 2026. The primary item on the agenda is the appointment of an Interim Group Chief Executive Officer for the Greater Manchester Combined Authority Group.
Appointment of an Interim Group Chief Executive Officer
A report from Mayor of Greater Manchester, Bev Craig, is scheduled to be presented, outlining the considerations for appointing an Interim Group Chief Executive Officer. The report details the need for continuity of leadership, effective discharge of statutory responsibilities, and stability during a period of organisational transition for the Greater Manchester Combined Authority Group, which includes the Greater Manchester Fire and Rescue Service and Transport for Greater Manchester.
The report is expected to recommend endorsing the rationale for appointing an interim leader and to recommend the appointment of the Deputy Group Chief Executive to the role. This appointment would also involve the Deputy Group Chief Executive fulfilling statutory roles, including Head of Paid Service, Combined Authority Returning Officer, and Director General of Transport for Greater Manchester. The report suggests that the interim appointee would receive a salary equivalent to the substantive Group Chief Executive Officer role, which is currently fixed at £245,000. The report also outlines the criteria for a suitable appointee, noting that the current Deputy Group Chief Executive is the only internal candidate who can fulfil these requirements.
The report considers alternatives, including leaving the role vacant, immediately moving to a permanent appointment, or advertising to appoint an interim from the wider market. The recommended approach aims to provide leadership and continuity as soon as possible until a permanent appointment is made. The committee is also expected to make recommendations to the GMCA regarding timescales and the recruitment process for a permanent Group Chief Executive.
The meeting is also scheduled to address the exclusion of the press and public for certain items, as detailed in Part B of the agenda. This is to allow for the consideration of exempt information, where the public interest in maintaining the exemption is considered to outweigh the public interest in disclosure.
