The sub-committee is scheduled to consider an application for a new premises licence for Rajdhani Express, located at 616 Kingsbury Road, NW9 9HN. The application has been submitted by Shubh & Janki Ltd. The proposed licensable activities include the sale of alcohol from 11am to midnight, Monday to Sunday, provision for late-night refreshment, and the premises to remain open until 2:00 am, Monday to Sunday.

The report pack indicates that representations have been received from a local resident and the Police and Licensing Officer, although the latter two have since been withdrawn. A representation from a local resident remains outstanding, focusing on the licensing objective of the prevention of public nuisance. The resident's objection highlights concerns about the external stall layout, congregating groups, and the potential for increased litter and anti-social behaviour if alcohol is licensed.

The applicant, Shubh & Janki Ltd, has responded to these concerns, stating that alcohol will only be sold from inside the restaurant and will be ancillary to food. They have also proposed additional security measures, including the employment of a security guard and the installation of CCTV cameras. The applicant has also committed to regular jet washing of the shop front area to maintain cleanliness.

The Police initially made representations concerning all four licensing objectives, but these were withdrawn after discussions with the applicant. The Police had sought the inclusion of several conditions on the licence, including comprehensive CCTV requirements, a Challenge 25 proof of age scheme, staff training, an incident log, and restrictions on alcohol sales and promotions.

The proposed operating schedule, as agreed with the Police, includes opening hours from 11:00 to 00:00, Monday to Sunday, with the sale of alcohol also from 11:00 to 00:00. Late-night refreshment is proposed from 23:00 to 00:00. The applicant has agreed to a number of conditions, including that alcohol will only be served by way of waiter service to seated customers as ancillary to a meal, with no vertical drinking. The front external seating area is to be closed to customers after 23:00, and doors and windows will remain closed after this time, except for ingress and egress. Notices will be displayed requesting patrons to respect local residents and leave quietly. High-strength beers, lagers, and ciders above 6.0% ABV will not be sold.
