The Alcohol & Gambling Licensing Sub-Committee of West Northamptonshire Council met on Thursday 10 September 2026 to consider a new premises licence application. The primary focus of the meeting was a detailed review of the application for a new premises licence for One Stop, located at 194-198 Kingsthorpe Grove, Northampton.

The application, submitted by Mr Vinayagamoorthy Satheeskannan, sought permission for the sale of alcohol for consumption off the premises and for late-night refreshment.

Initially, the applicant had proposed 24-hour opening times and alcohol sales, with late-night refreshment from 11:00 PM to 5:00 AM. However, these proposed timings were subsequently reduced following discussions with Northamptonshire Police. The revised proposed hours for late-night refreshment were from 11:00 PM to 12:00 AM, Monday to Sunday. The sale of alcohol for consumption off the premises was proposed to be between 6:00 AM and 12:00 AM, Monday to Sunday. The overall opening hours for the premises were also proposed to be 6:00 AM to 12:00 AM daily.

The report pack indicated that no representations were received from responsible authorities. However, relevant representations were received from members of the public. These representations raised concerns about the potential for public nuisance, crime and disorder, and the protection of children from harm. Specific issues highlighted by residents included a history of anti-social behaviour and crime associated with the previous operation of the shop at this location, concerns about litter, noise, and dangerous parking by delivery vehicles. Some representations also noted the proximity of the premises to local schools.

The sub-committee was asked to determine the application in accordance with the Licensing Act 2003¹, having regard to the promotion of the licensing objectives and the representations received. The potential steps the sub-committee could take included granting the licence with conditions, excluding certain licensable activities, refusing to specify a designated premises supervisor, or rejecting the application entirely. The report pack also detailed the legal implications and guidance surrounding such decisions, emphasising the need for decisions to be evidence-based, proportionate, and focused on promoting the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

The report pack included appendices detailing the application itself, amendments requested by the Police, and the representations received from the public. The Police had requested additional conditions to be added to the licence, relating to the employment of SIA Door Supervisors and the recording of their details.
