The Licensing Sub Committee A of Islington Council met on Tuesday 15 September 2026 to consider three applications for premises licences. The committee granted a variation to the licence for Highbury Daily Market, approved a new licence for Mulkern Food and Wine, and granted a new licence for River and Green.

Highbury Daily Market, 108 Highbury Park, London, N5 2XE

The committee considered an application to vary the premises licence for Highbury Daily Market. The variation sought to extend the hours for the sale of alcohol and the premises' opening hours. While the applicant initially requested extended hours until 2:00 am on Thursdays to Saturdays, this was reduced to 1:00 am following consultation with the Police. Seven local residents submitted objections, primarily concerned about potential noise, anti-social behaviour, and litter. The applicant, Sinan Cem Kose, who is also the Designated Premises Supervisor, stated that the business was a modest retail operation and that existing and proposed conditions were sufficient to promote the licensing objectives. The Sub-Committee granted the variation, allowing off-sales of alcohol and opening hours from 08:00 to 00:00 (midnight) on Sundays to Wednesdays, and from 08:00 to 01:00 the following morning on Thursdays to Saturdays. The decision was based on the evidence presented, the agreed conditions, and the applicant's experience. The Sub-Committee stressed that the condition prohibiting the sale of beer, lagers, ciders, or spirit mixtures of 6.5% ABV or above must be strictly observed.

Mulkern Food and Wine, 31 Mulkern Road, London, N19 3HQ

A new premises licence was applied for by Ulker Erdogan for Mulkern Food and Wine. The application sought permission for the off-sale of alcohol and for the premises to be open to the public from 08:00 to 23:00 daily. Seventeen local residents and one local business submitted objections, citing concerns about crime and disorder, public nuisance, public safety, and the protection of children from harm. These objections were largely based on the premises' previous history as a takeaway that caused disturbance and the proximity to a school and a homeless hostel. The applicant, represented by Kenan Kara, stated that the premises would operate as a general neighbourhood convenience store, not an alcohol-led business, and agreed to a comprehensive package of conditions, including the sale of alcohol only from behind the counter and the implementation of a Challenge 25 policy. The Sub-Committee granted the new premises licence with hours from 08:00 to 23:00 daily. Additional conditions were imposed, including that all alcohol products must be displayed and sold only from behind the shop counter and not be accessible for self-service, and that the front and side of the premises must be kept clean and tidy at all times.

River and Green, 203 Green Lanes, London, N16 9DJ

The Sub-Committee considered a new application for a premises licence for River and Green, owned by Bavo Market Ltd, which already held an existing licence. The new application sought to extend the hours for the sale of alcohol (on and off the premises) and late-night refreshment, as well as the premises' opening hours. Seven local residents submitted objections, primarily concerning noise, disturbance, litter, and the potential for anti-social behaviour, particularly due to the proposed extended hours and on-premises alcohol consumption. The applicant, represented by Peter Conisbee, stated that they were experienced licence holders and that the business would operate as a convenience store with alcohol sales as an ancillary part of the offer. They agreed to a comprehensive set of conditions, including restrictions on external alcohol consumption, a limit on external seating, no vertical drinking, and the provision of additional waste bins. The Sub-Committee granted the new licence, allowing off-sales of alcohol from 09:00 to 00:45 Sunday to Thursday, and 09:00 to 01:45 on Fridays and Saturdays. On-premises alcohol sales were permitted from 09:00 to 23:00. Late-night refreshment hours were set from 23:00 to 00:45 Sunday to Thursday, and 23:00 to 01:45 on Fridays and Saturdays. The premises opening hours were set from 06:00 to 01:00 Sunday to Thursday, and 06:00 to 02:00 on Fridays and Saturdays. The existing licence would be surrendered upon the grant of the new licence. The Sub-Committee applied the conditions detailed in Appendix 4, amended condition 15 regarding off-sales to sealed containers only, corrected condition 33 to refer to Islington Council, and added four new conditions offered by the applicant regarding external alcohol consumption, seating capacity, no vertical drinking, and waste bins.
