The Planning and Regulatory Committee - Action Under Delegation of Surrey Council met on Tuesday 1 September 2026. The meeting's agenda indicated that it would summarise decisions made by the Planning Manager under delegated powers during August 2026. The committee's agenda outlined a series of items for noting or consideration that had been made by the Planning Manager under delegated authority during August 2026. These items primarily concerned the approval of details submitted in relation to previously granted planning permissions.
Landscaping and Demolition Proposals
Several sites featured proposals related to landscaping or demolition. At Land at Grove Farm (part), off Arran Way, Esher, Surrey KT10 8BE, details of landscaping for a proposed residents' car park were scheduled for approval, pursuant to Condition 5 of planning permission reference EL2013/4366.
Prior approval for demolition was also scheduled for several locations. This included the demolition of an existing vehicle storage building at Merrow Highway Depot, Merrow Lane, Guildford, GU4 7BQ. At St Martins C of E School, Ranmore Road, Dorking, Surrey, RH4 1HW, prior approval was listed for the demolition of two detached single-storey buildings. Similarly, prior approval for the demolition of an existing care home was on the agenda for Keswick House, Eastwick Park Avenue, Great Bookham, Surrey, KT23 3ND and Former Meadowside Care Home, Knowle Park Avenue, Staines-upon-Thames, Surrey TW18 1AN.
Environmental and Ecological Management Plans
A significant number of agenda items related to the submission of details for various management plans. At Land at Wray Park Training Centre, Surrey Fire and Rescue Service, Croydon Road, Reigate, RH2 0NE, details were scheduled for approval concerning a Construction Ecological Management Plan, an Arboricultural Method Statement and Preliminary Arboricultural Assessment, a Habitat Management and Monitoring Plan, a Landscape Management Plan, and a Biodiversity Gain Plan, all pursuant to conditions of planning permission reference RE24/01907/CON.
Further details submitted under planning conditions included Arboricultural protection measures for The Squirrels, The Horseshoe, Bolters Lane, Banstead SM7 2BQ pursuant to Condition 16 of planning permission ref: RE25/00181/CON. A Surface Water Drainage Verification Report for the same site, The Squirrels, The Horseshoe, Bolters Lane, Banstead, Surrey SM7 2BQ, was also listed for approval, pursuant to Condition 17 of the same planning permission.
At Manor Mead School, Christchurch Road, Virginia Water GU25 4PX, details of a strategy to deal with potential risks associated with contamination, submitted pursuant to Condition 22 of planning permission ref: RU.25/1493, were scheduled for discussion.
Infrastructure and Site Use Changes
The agenda also included proposals related to infrastructure upgrades and changes in site use. At Reigate Fire Station, Croydon Road, Reigate RH2 0EJ, details of the installation of EV chargers pursuant to Condition 6 of planning permission ref: RE23/02406/CON were listed for approval.
A change of use from sui generis veterinarian to sui generis office use for the Godstone Highway Depot, Oxted Road, Godstone RH9 8BP was scheduled for consideration. Additionally, prior approval for the demolition of an existing vehicle workshop and three prefabricated buildings at the same location, Godstone Highway Depot, Oxted Road, Godstone, RH9 8BP, was on the agenda.
Minerals and Waste Applications
The meeting's agenda also covered applications related to minerals and waste management.
Waste Treatment Facility and Solar Array
At Land at The Chalk Pit, Waste Treatment Facility, College Road, Epsom, KT17 4JA, details relating to land contamination, surface water drainage design, and a dust management plan, pursuant to conditions of planning permission reference EP25/00900/CMA, were scheduled for approval.
The installation of a ground-mounted solar photovoltaic array, underground cabling, ancillary plant, CCTV cameras, and fencing at Land at Ewhurst Brickworks, Horsham Road, Walliswood, Surrey RH5 5QH was also listed for a decision.
Quarry and Light Management
Details of a Light Management Plan submitted pursuant to Condition 37 of planning permission ref: MO/2023/0789 for Land at Clockhouse Quarry, Horsham Road, Nr. Capel, Horsham RH5 5JL were also on the agenda.
Environmental Impact Assessment - Screening and Scoping Opinions Issued
The agenda also included a section on Environmental Impact Assessment (EIA) screening and scoping opinions that had been issued.
Drainage, Demolition, and School Extensions
Opinions were scheduled to be noted for drainage works near Leith Hill SSSI at Abinger Common, Dorking, Surrey. RH5 6JL, where the opinion was that it was not an EIA. Similarly, for the demolition and replacement of the existing footpath/cycleway element of the bridge at Scotland Bridge, Scotland Bridge Road, Byfleet, KT15 3HH, the opinion was also Not EIA
. Extensions to Ash Grange Nursery and Primary School, Church Road, Ash, Aldershot, GU12 6LX and a temporary access road were also subject to a Not EIA
opinion.
