The Licensing Sub-Committee of Richmond upon Thames Council is scheduled to consider an application for a new premises licence for DGN Mobile & Vapes. The meeting will also include a review of the procedure to be followed for hearings.

DGN Mobile & Vapes Premises Licence Application

The primary focus of the meeting is scheduled to be an opposed application for a new Premises Licence for DGN Mobile & Vapes, located at 23 London Road, Twickenham, TW1 3SX. The applicant, Karan Lal, is seeking to sell alcohol for consumption off the premises and has requested the premises to be open to the public from 9:00 am to 11:00 pm, seven days a week.

The application has received two objections from local residents. These representations raise concerns about the lack of detail in the applicant's operating schedule regarding how licensing objectives will be promoted. Specific worries include the potential impact on children and young people due to the proximity of local schools and Holly Road Playground, and the general impact on public disorder and litter. One resident, Sally Kermond, has highlighted that the playground is already a site for complaints regarding its use by groups of intoxicated individuals and young people, and that the proposed alcohol sales could exacerbate these issues.

The Metropolitan Police did not make a representation against the application, having agreed on a set of conditions with the applicant. These agreed conditions, detailed in Appendix B of the public reports pack¹, include the maintenance of an incident log, the installation and operation of a CCTV system, and the retention of CCTV recordings for a minimum of 31 days.

The Sub-Committee will need to determine the application based on the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The report pack outlines that the premises is located within the Twickenham Riverside Ward and falls within a Cumulative Impact Zone². Applications within such zones are typically refused if there are relevant representations, unless the applicant can demonstrate no adverse effect on the cumulative impact.

The Sub-Committee has the following options to consider:

• Grant the application with or without conditions.
• Grant the application in part, with or without conditions.
• Refuse the application.
