Open Council Network is an independent organisation. We report on Enfield and are not the council. About us
The Planning Committee of Enfield Council was scheduled to consider three planning applications. These included a change of use for a property on Alma Road, a new dwelling on The Glen, and a variation of conditions for an existing property on Cotswold Way.
429 Alma Road, Enfield, EN3 7RS
The committee was scheduled to consider a full planning application for the change of use of a property at 429 Alma Road, Enfield, EN3 7RS from a C3 dwellinghouse to a C4 House in Multiple Occupation (HMO) for up to six residents. The proposal also included external alterations such as a rear dormer, front roof lights, and associated refuse and cycle storage.
The report pack indicated that the Director of Planning and Growth was recommended to be authorised to grant planning permission subject to conditions. Updates to the report pack detailed proposed changes to the wording of the 'Waste Details' condition, specifying the provision of four 360L wheelie bins (two for general waste and two for recycling). It was also suggested that these bins be sited within the property's side garage on non-collection days to improve the street scene and conceal the HMO's status. Additional text was scheduled to be included in the report regarding the feasibility of storing bins within the garage to improve the impact on the street scene and neighbouring amenity.
26 The Glen, Enfield, EN2 7BZ
The committee was scheduled to consider a retrospective planning application for the subdivision of a site at 26 The Glen, Enfield, EN2 7BZ and the erection of a two-storey detached dwellinghouse with accommodation in the roof space. The proposal also included alterations to boundary treatments, a retaining wall, a raised rear patio/terrace, and associated parking, cycle storage, and refuse/recycling storage.
The report indicated that the Director of Planning and Growth was recommended to be authorised to grant planning permission subject to conditions. The application was retrospective due to amendments made during construction, including changes to the dwelling's footprint, fenestration, rear dormer size, retaining wall design, and raised rear patio. The report noted that the principle of residential development on the site had been established through previous planning permissions. Concerns raised by local residents regarding the development's impact on the character of the area, neighbouring amenity, access, and overdevelopment were scheduled to be addressed.
9 Cotswold Way, Enfield, EN2 7HD
The committee was scheduled to consider a variation of condition application for a property at 9 Cotswold Way, Enfield, EN2 7HD. This application sought to regularise variations from an existing planning permission (Ref: 22/03180/HOU) related to loft floor fenestration, increased roof ridge height to the front gable, alterations to front roof lights, and modifications to the rear single-storey extension, including its footprint, height, fenestration, and roof lights.
The report recommended that the Director of Planning and Growth be authorised to grant planning permission subject to conditions. The application was retrospective, seeking to regularise changes made during construction. The report detailed the specific variations, including an increased front gable height, additional and altered roof lights, changes to the rear extension's dimensions and fenestration, and the introduction of a glazed corner and roof lantern. The assessment was scheduled to focus on the acceptability of these amendments in terms of design, character, appearance, and impact on neighbouring amenity. A late objection from a neighbouring resident was scheduled to be considered, requesting a deferral until an independent survey verified extension dimensions and corrected plans were submitted. The applicant's late comments in support of the application were also to be summarised.
