Open Council Network is an independent organisation. We report on North Somerset and are not the council. About us
The Planning and Regulatory Committee of North Somerset Council was scheduled to consider a range of planning applications and appeals. Key items on the agenda included proposals for new residential developments in Weston-super-Mare and Nailsea, as well as a new vehicular access in the Clevedon Conservation Area. The committee was also scheduled to review planning appeals that had been decided and those that had been received since the last meeting.
Planning Application: Land off Winterstoke Road, Weston-super-Mare
The committee was scheduled to consider a proposal for two build-to-rent
buildings comprising 45 residential units on land off Winterstoke Road, Weston-super-Mare. The application, which was classified as a Section 1 item due to its potential policy implications, was recommended for approval subject to the completion of a legal agreement. The report pack detailed the site's location within a residential area, the proposed development including one and two-bedroom apartments, and associated parking. It also outlined the relevant planning history, policy framework, and consultation responses, which included objections from local residents concerning traffic, parking, overdevelopment, and environmental impacts. The report also addressed issues such as flood risk and drainage, with the Environment Agency having removed its objection subject to specific conditions. The recommendation for approval was based on a planning balance that weighed the limited harm to neighbouring living conditions against the substantial benefits of providing new housing, making better use of vacant land, and the creation of a build-to-rent scheme.
Planning Application: Drove Road Recreation Ground, Weston-super-Mare
A proposal for earthworks and the re-profiling of defined areas to create shallow grass mounds between existing sports pitches at Drove Road Recreation Ground, Weston-super-Mare, was scheduled for discussion. The application, referred by Councillor James Clayton, was recommended for approval. The report pack described the site's location within the recreation ground and the proposed earthworks, noting that an initial area (Area 2) had been removed from the proposal in response to resident concerns about overlooking. Consultation responses included no objections from the Environment Agency, Flood Risk Management Team, National Highways, and the Council's Environmental Protection Team. Sport England also raised no objection, stating the development would not reduce the sporting capability of the site. However, 23 representations of objection were received from third parties, citing concerns about inadequate information, land ownership, the height and positioning of bunds, loss of privacy, public safety, and potential contamination. The report concluded that the principle of development was acceptable, and while contamination concerns were noted, they could be addressed through planning conditions.
Planning Application: 1 Leighwood Drive, Nailsea
The committee was scheduled to consider an application for the proposed erection of two detached self-build dwellings at 1 Leighwood Drive, Nailsea. The application, referred by Councillor Oliver Ellis, was recommended for approval, subject to the completion of the Habitats Regulations Assessment (HRA) process and agreed conditions. The report detailed the site's location within a residential area, the proposed two-storey, three-bedroom dwellings, and associated parking. Concerns raised by neighbours and Nailsea Town Council included loss of parking, increased traffic, impact on local ecology, overdevelopment, and harm to the established building line. The Ecology Officer had raised an objection due to potential increased light spill onto bat commuting and foraging areas, necessitating an HRA and Lighting Strategy. The Highways Officer initially had concerns regarding highway safety and parking but raised no objection to the revised plans, subject to conditions. The report concluded that the benefits of providing additional housing outweighed the limited negative weight afforded to the loss of parking.
Planning Application: 2 Highdale Road, Clevedon
A proposal for the formation of a new vehicular access track and gate to the east of the dwelling at 2 Highdale Road, Clevedon, alongside the transition of the existing vehicular access to pedestrian use, was scheduled for discussion. The application, referred by Councillor David Shopland, was recommended for refusal. The site is located within the Clevedon Conservation Area and the report highlighted objections from the Conservation and Heritage Officer and the Highways Officer. The Heritage Officer objected on the grounds that the proposal would harm the character and appearance of the Conservation Area through the loss and alteration of historic boundary walls and entrance features. The Highways Officer objected due to concerns about highway safety, visibility splays, and the impact on traffic and pedestrian movements along Highdale Road. The report also noted that insufficient information had been provided to adequately assess the arboricultural implications of the development.
Planning Appeals
The committee was scheduled to receive an update on planning appeals. This included decisions on three appeals that had been dismissed:
- 26/P/0180/FUL at 11 Quantock Road, Weston-super-Mare, for the erection of a new dwelling in the garden.
- 23/P/2593/FUL for a Gypsy and Travellers site on land opposite and to the east of The Full Quart, off Bristol Road (A370), Hewish, Puxton.
- 26/P/0509/FUH at Council Houses, 3 Wick Road, Wick St Lawrence, for a rear extension.
Additionally, the committee was scheduled to be informed of six new appeals that had been received:
