The Licensing Sub-Committee of North Somerset Council met on Friday 18 September 2026 to consider a variation to a premises licence. The primary focus of the meeting was an application to extend the operating hours of the Sand Bay Holiday Village.

Variation to Premises Licence at Sand Bay Holiday Village

The main item scheduled for discussion was an application to vary the premises licence for Sand Bay Holiday Village in Kewstoke, Weston-super-Mare. The applicant, Britannia Jinky Jersey Ltd, sought to increase the times of licensable activities, including live music, recorded music, performance of dance, late-night refreshment, and the sale of alcohol, to 3:00 AM on Fridays and Saturdays. The current licence permits these activities to operate until 1:00 AM on these days.

The report pack indicated that 13 representations had been received from local residents, primarily raising concerns about public safety and the prevention of public nuisance. These representations highlighted issues such as noise from music and patrons, potential drink-driving due to the rural location and limited public transport, and light pollution. Some residents expressed that the extended hours would exacerbate existing noise disturbances and negatively impact their quality of life and the local environment.

The application was being considered under the framework of the Licensing Act 2003, which requires licensing authorities to promote four key objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The report pack detailed the current licence conditions and the proposed changes.

The committee was presented with the option to grant the application as requested, grant it with modifications to timings or conditions, or refuse it. The report also noted that the applicant had agreed to additional conditions requested by the Police, which would be added to the licence if granted. These proposed conditions, detailed in Appendix F of the public reports pack, included requirements for CCTV, the use of door supervisors based on risk assessments, maintaining an incident book, and staff training on age verification procedures.
