The Executive Board of the Hull and East Yorkshire Combined Authority was scheduled to consider amendments to the HEYCA Constitution and Committee Membership, and receive an update on the Brownfield Land Housing Fund. The meeting also included provisions for public questions and an update from the Overview and Scrutiny Committee.
HEYCA Constitution and Committee Membership
A key item on the agenda was the potential amendment to the quoracy for the Governance and Audit Committee. The Governance and Audit Committee is responsible for overseeing the authority's governance arrangements and ensuring the integrity of its financial reporting. The agenda indicated that the Executive Board would be asked to approve a change to the number of members required to be present for the committee to conduct official business.
Brownfield Land Housing Fund and Agreement with MHCLG
The Executive Board was scheduled to receive an updated report concerning the Brownfield Land Housing Fund and an agreement with the Ministry of Housing, Communities and Local Government (MHCLG). This item had been deferred from a previous Executive Board meeting on 17 July 2026. The Brownfield Land Housing Fund is a government initiative aimed at supporting the development of housing on previously used land, often in urban areas. The agreement with MHCLG would likely outline the terms and conditions under which the Hull and East Yorkshire Combined Authority would access or manage these funds.
Update from Overview and Scrutiny Committee
Councillor Meredith was scheduled to attend the meeting to provide an update from the Overview and Scrutiny Committee. This committee plays a crucial role in holding the Executive Board and other council bodies to account by reviewing decisions and performance.
Public Questions
A period of up to 30 minutes was allocated for members of the public to ask questions. The Mayor would be responsible for answering these questions on matters within the remit of the Combined Authority.
HEYCA Office Premises
The Executive Board was also scheduled to discuss the HEYCA Office Premises. This item was listed under the lead officer of the Interim Chief Executive.
