Open Council Network is an independent organisation. We report on Cornwall and are not the council. About us
The Central Sub-Area Planning Committee was scheduled to consider a range of planning applications, including proposals for new dwellings, alterations to existing buildings, and the installation of public amenities. The meeting was also scheduled to include an update on planning appeals.
Applications for Consideration
The committee was scheduled to consider several planning applications, with the most significant relating to new residential developments and changes of use.
Installation of Smart Hubs in Falmouth
Two applications, PA26/00285 and PA26/00286, were scheduled to be considered regarding the installation of a smart hub with integrated digital screens at Killigrew Street, Falmouth1. The Urban Innovation Company (UIC) Ltd was the applicant for these proposals. The hub was intended to provide digital information and communications facilities, including public Wi-Fi, phone charging, and emergency call capabilities. The report pack indicated that the proposal was recommended for approval, subject to conditions, with the public benefits of enhanced pedestrian convenience and experience in a key visitor location outweighing any identified harm to the Falmouth Conservation Area and the setting of nearby Grade II listed buildings. Concerns had been raised by Falmouth Town Council regarding visual impact and pedestrian space, and by the Historic Environment Planning team regarding the colour of the hub's casing.
Alterations and Change of Use at The Tiddler, St Mawes
Two applications, PA25/09657 (Full Application) and PA25/09658 (Listed Building Consent), were scheduled for The Tiddler, 2 Commercial Road, St Mawes, Truro2. Mr Gary Cairns was the applicant, proposing alterations and a change of use of the former dwelling to provide showering, washing, and sanitary accommodation for visiting sailors, as well as facilities for harbour company employees. The reports indicated a recommendation for conditional approval for both applications. The proposals were seen to offer environmental benefits by reducing pollution in the harbour and supporting a local business. However, concerns were raised by St Just in Roseland Parish Council regarding the loss of open market housing stock, potential noise and disturbance to neighbours, and the impact on the Grade II listed building. The Historic Environment Planning team had initially objected due to concerns about moisture levels and damage to historic fabric, but this was addressed through recommended conditions.
Residential Dwellings in Goonbell, St Agnes
An application for Permission in Principle, PA26/01867, was scheduled for Land North West of The Old Stables, Goonbell, St Agnes3. Mr N King was the applicant, seeking permission for the construction of between one and two detached residential dwellings. The site is located within the St Agnes Mining District World Heritage Site (WHS)4. The report pack indicated a recommendation to grant permission in principle, acknowledging that while there might be some minor harm to the WHS, this was considered to be outweighed by the benefits of providing new dwellings on previously developed land in a sustainable location. The WHS Office and St Agnes Parish Council had objected, drawing parallels with a recently dismissed appeal for a similar development nearby, arguing that the proposal would harm the Outstanding Universal Value of the WHS.
Residential Dwelling in Falmouth
An application for Permission in Principle, PA26/02077, was scheduled for Land adjacent to 37 Longfield, Falmouth5. Mr Russ Charlton was the applicant, seeking permission for the construction of one dwelling. The site is located within the Falmouth settlement boundary. The report pack recommended approval of the permission in principle, stating that the location was suitable for residential development. However, it was noted that detailed matters, including the impact on protected trees, site topography, and the overall design, would need to be addressed at the Technical Details Consent stage. Concerns had been raised by the Electoral Division Member and Falmouth Town Council regarding protected trees and overdevelopment.
