The Miscellaneous Licensing Committee of Cornwall Council met on Friday 18 September 2026 to consider several applications and reviews for Hackney Carriage and Private Hire Vehicle Driver's Licences. The committee granted two new driver's licences, refused one application, and revoked one existing driver's licence and one operator's licence due to concerns about public safety and the applicants' suitability.
Applications for Hackney Carriage and Private Hire Vehicle Driver's Licences
The committee considered applications for new Hackney Carriage and Private Hire Vehicle Driver's Licences.
- WD239: The application for WD239 was granted. The committee noted that while the applicant had previous speeding endorsements, including a 28-day driving disqualification in 2023, they had since completed an advanced driving course and a taxi assessment course. The committee concluded that WD239 was a fit and proper person to hold a licence.
- WD232: The application for WD232 was granted. The committee reviewed the applicant's convictions, including driving offences, and noted that HR Safeguarding had no concerns regarding their suitability. After hearing from the applicant and considering their previous career history, the committee determined that WD232 was a fit and proper person to hold a licence.
- WD238: The application for WD238 was refused. The committee reviewed the applicant's previous convictions and a report from another licensing authority that raised serious concerns about their suitability. The committee concluded that WD238 was not a fit and proper person to hold a licence.
Review of Hackney Carriage and Private Hire Vehicle Driver's Licence
The committee reviewed an existing Hackney Carriage and Private Hire Vehicle Driver's Licence.
- E1D223: The licence for E1D223 was revoked with immediate effect. The committee noted that the applicant had been warned previously about having points on their licence and had driven a vehicle without insurance. Despite hearing the applicant's explanation, the committee found that the driver of a vehicle is responsible for ensuring it is insured. They concluded that E1D223 was not a fit and proper person to hold a licence and that the revocation was necessary in the interests of public safety.
Applications for Grant of Hackney Carriage and Private Hire Vehicle Driver's Licence (Considered in Private)
The committee also considered applications for Hackney Carriage and Private Hire Vehicle Driver's Licences that were heard in private due to the disclosure of exempt information relating to individuals.
- WD239: The application for WD239 was granted. The committee noted the applicant's driving endorsements, including a speeding offence that led to a 28-day disqualification. However, they also noted that the applicant had since completed an advanced driving course and a taxi assessment course. The committee concluded that WD239 was a fit and proper person to hold a licence.
- WD232: The application for WD232 was granted. The committee reviewed the applicant's convictions and noted that HR Safeguarding had no concerns about their suitability. After hearing from the applicant, the committee determined that WD232 was a fit and proper person to hold a licence.

Review of Hackney Carriage and Private Hire Vehicle Driver's Licence (Considered in Private)
The committee reviewed an existing Hackney Carriage and Private Hire Vehicle Driver's Licence in private.
Review of Private Hire Operator's Licence and Private Hire Vehicle Licences (Considered in Private)
The committee reviewed private hire operator and vehicle licences in private.
- C01 (Private Hire Operator Licence): The licence for C01 was revoked. The committee noted that the licence holder had allowed their driver's licence to expire, had not responded to council communications, and had been seen driving licensed vehicles while not holding a valid driver's licence. The committee expressed significant concern about the operator's responsibility, particularly in managing other drivers and customer details. They concluded that C01 was not a fit and proper person to hold an operator's licence.
- CV52 – CV95 (Private Hire Vehicle Licences): These licences were revoked. Similar to the operator licence review, the committee noted that the licence holders had allowed their driver's licences to expire, failed to respond to council communications, and had been seen driving licensed vehicles without a valid driver's licence. The committee also noted previous breaches related to vehicle testing. They concluded that the holders were not fit and proper persons to hold these licences.
