The Miscellaneous Licensing Committee of Cornwall Council met on Friday 16 October 2026 to consider an application for a Hackney Carriage and Private Hire Vehicle Driver's Licence.
Application for Hackney Carriage and Private Hire Vehicle Driver's Licence - E1D224
The committee considered an application for a Hackney Carriage and Private Hire Vehicle Driver's Licence from applicant E1D224. The committee resolved to refuse the application because they did not consider E1D224 to be a fit and proper person to hold such a licence. This decision was based on a conviction for drink driving and an endorsement on their driving licence.
The Council's Hackney Carriage and Private Hire Vehicle, Operator and Driver Licensing Policy states that a licence will not be granted until at least seven years have elapsed since the completion of any sentence or driving ban imposed for drink driving or driving under the influence of drugs. E1D224's conviction would not meet this timeframe until 3 May 2027. Additionally, the committee expressed concerns about E1D224's English language proficiency, noting difficulties in answering questions. The committee felt that the refusal was reasonable and proportionate at this time, and reminded E1D224 that they would be free to reapply in the future.
