The Alcohol and Entertainment Licensing Sub-Committee was scheduled to consider an application for a new premises licence for The Green Coach Car Park in Wembley. This application was made by Wembley National Stadium Ltd and was scheduled to be considered in relation to the Licensing Act 2003.
Application for New Premises Licence at The Green Coach Car Park
The Alcohol and Entertainment Licensing Sub-Committee was scheduled to consider an application for a new one-day premises licence for The Green Coach Car Park, located at First Way, Wembley, HA9 0TU. The application was submitted by Wembley National Stadium Ltd.
The proposed licence was for the provision of live and recorded music, and for the premises to remain open from 9:30 am to 9:30 pm on Sunday, 18 October 2026. The sale of alcohol was also requested, from 10:00 am to 9:00 pm on the same day. This was in connection with an NFL event.
Representations were received from a local resident, who raised concerns regarding the prevention of public nuisance, the prevention of crime and disorder, and public safety. The resident's primary concern was the proposed sale and consumption of alcohol, particularly given their residence directly above the Green Car Park. They stated that while they did not object to the fan zone itself or the associated entertainment, they maintained their objection to the alcohol element of the application.
Wembley National Stadium Ltd responded to these concerns, clarifying that the Green Car Park is a fully roofed structure, not an open-air venue. They also stated that the licence was intended for a very limited use, primarily for the annual NFL London Series event, approximately once per year, and not for routine operation or on every Wembley Stadium event day. The applicant also detailed proposed operational arrangements, including security personnel, crowd management, noise monitoring, and the deployment of Hostile Vehicle Mitigation (HVM) measures.
The Metropolitan Police also made representations, focusing on all four licensing objectives. They requested specific conditions to be attached to the licence, including the deployment of metal detector arches at entrances, a strict 'no bag policy', and a minimum number of SIA-licensed security staff and supervisors. The police also requested a 'counter/clicker' system for patron numbers and a 'one in, one out' policy once maximum capacity was reached.
Following further correspondence and agreement on proposed conditions, the police withdrew their representations. The Licensing Authority, represented by Edwin Maldoom, Licensing Enforcement Officer, indicated that they had no objections to the application, subject to the agreed conditions.
