The Licensing Sub-Committee of Enfield Council is scheduled to consider an application for a new premises licence for Shahs Halal Food. The committee will also review minutes from previous meetings.
Shahs Halal Food, 302 Green Lanes, London, N13 5TT
The committee is scheduled to consider an application for a new premises licence for Shahs Halal Food, located at 302 Green Lanes, London, N13 5TT. The application seeks permission for the premises to be open to the public from 11 am to 4 am daily, with late-night refreshment to be provided indoors from 11 pm to 4 am daily.
Representations have been received from a Palmers Green ward councillor and the Green Lanes Business Association (GLBA), both of whom object to the application on the grounds of preventing public nuisance. The GLBA specifically objects to the proposed 4 am terminal hour for late-night refreshment, suggesting that hours should end no later than 1 am from Monday to Saturday and 11 pm on Sundays and Bank Holidays. They highlight that the premises is located within the Palmers Green Cumulative Impact Zone1 and that the building has residential accommodation above. The GLBA also notes that the current planning permission for the premises limits operating hours to 1 am on weekdays and 11 pm on Sundays and Bank Holidays, a condition imposed to protect the amenities of adjoining occupiers.

The applicant, Grill Aura Limited, has responded to these representations, outlining proposed operating conditions. These include measures for staff training, CCTV operation, an incident log, and specific instructions for delivery drivers regarding noise and behaviour. The applicant has also agreed to adjusted hours, with the premises to be closed to the public for collection and delivery orders only between 1 am and 4 am from Sunday to Wednesday, and between 2 am and 4 am from Thursday to Saturday and any Sunday preceding a Bank Holiday Monday. The Metropolitan Police and Licensing Enforcement have indicated their satisfaction with these proposed conditions and adjusted hours, with their initial representations being withdrawn.
The committee will need to consider whether the proposed measures adequately promote the licensing objectives, particularly the prevention of public nuisance, and whether the requested hours are appropriate given the premises' location and the existing planning controls.
The documents available for this meeting include the Agenda frontsheet and the Public reports pack.

A Cumulative Impact Zone (CIZ) is an area identified by a local authority where there is a high concentration of licensed premises, and where the cumulative effect of these premises may be contributing to problems such as crime, disorder, and public nuisance. Applications for new licences or variations within a CIZ are subject to stricter scrutiny to ensure they do not exacerbate existing issues. ↩

This refers to a condition imposed as part of the planning permission process, which is separate from the licensing process but can provide relevant context regarding amenity considerations. ↩
