The General Purposes Committee of Brent Council is scheduled to convene on Wednesday 28 October 2026 to discuss interim arrangements for key senior officer roles. The meeting's agenda includes reports on the Monitoring Officer position and the Director of Inclusive Regeneration & Climate Action.
Interim Monitoring Officer Arrangements
A report is scheduled to be presented to the committee regarding the interim and permanent arrangements for the Monitoring Officer role. This follows the departure of the Director of Law, who also held the statutory Monitoring Officer position, by mutual agreement on 30 September 2026. The report outlines plans to ensure continuous cover for this crucial role, which is legally mandated by the Local Government and Housing Act 19891. The Head of Law, Litigation and Dispute Resolution is to be appointed as the interim Monitoring Officer while an external recruitment process for a permanent appointment is undertaken. The permanent appointment will be made by the Senior Staff Appointments Sub-Committee. The report notes that the costs associated with the interim role will be met from existing staffing budgets and that the Chief Executive has the authority to make such interim appointments for up to a year.
Appointment of Interim Director of Inclusive Regeneration & Climate Action
The committee is also set to consider the appointment of an interim Director of Inclusive Regeneration & Climate Action. This role is significant as it encompasses strategic and operational leadership for planning and development, building control, urban design, environmental strategy, climate action, and energy services. The current Director is leaving the Council on 30 October 2026. The report details proposals for an interim appointment until 31 March 2027, or until a permanent postholder takes up their duties. The Chief Executive may extend this interim appointment for up to 12 months. Recruitment for the substantive Director of Planning, Building Control & Climate role is expected to commence imminently, with the Senior Staff Appointments Sub-Committee making the permanent appointment. The costs for this interim position are anticipated to be covered by existing staffing budgets within the Neighbourhoods and Regeneration department.

The Local Government and Housing Act 1989 is a piece of legislation that reformed local government finance and administration in England and Wales. Section 5 of this Act specifically requires local authorities to appoint a Monitoring Officer to ensure that council decisions and actions are lawful and that high standards of conduct are maintained. ↩
