Variation of Premises Licence: Altar, 7 Church Lane, Leytonstone, E11 1HG
The primary item scheduled for discussion is an application to vary the premises licence for Altar, located at 7 Church Lane, Leytonstone, E11 1HG. The applicant, Seven Church Lane Limited, is seeking to extend the hours for recorded music and the sale of alcohol. Specifically, the proposed changes include extending recorded music hours from Sunday to Thursday to 12:00–01:00, and on Fridays and Saturdays to 12:00–03:00. The sale of alcohol and general opening hours would also be extended, with proposed hours from Sunday to Thursday being 11:00–01:00, and on Fridays and Saturdays from 11:00–03:00, with an exception for the ground-floor bar which would close at 01:00 on Fridays and Saturdays.
The report pack indicates that eight representations were received during the consultation period: seven from other persons and one from the licensing team, a responsible authority. These representations relate to the licensing objectives of preventing public nuisance, ensuring public safety, preventing crime and disorder, and protecting children from harm. The applicant has reportedly agreed to conditions proposed by the licensing team, which has led to the withdrawal of the licensing team's representation. The committee will need to consider whether to grant the application in full, in part, or refuse it, taking into account the conditions outlined in the operating schedule and any mandatory conditions.
The report also details the procedure for hearings at the Licensing Act 2003 Sub-Committee, which involves introductions, outlining procedures, presentation of reports, and opportunities for all parties to present their cases and ask questions. The committee will then retire to make its decision, which will usually be announced on the day of the meeting and confirmed in writing within five working days.
The meeting's agenda also includes standard procedural items such as apologies for absence and declarations of interest. There is also a provision for the exclusion of press and public from the remainder of the meeting if exempt information, as defined in the Local Government Act 1972, is to be discussed.
The documents available for the meeting include the Public reports pack and the Agenda frontsheet.
