The Licensing Sub Committee D is scheduled to consider an application for a new premises licence for Millwall Café. The committee will also review the minutes from its previous meeting.
Millwall Café Premises Licence Application
The committee is scheduled to consider an application for a new premises licence for Millwall Café, located at Unit 2 & 3 Enterprise Industrial Estate, Bolina Road, London SE16 3LF. The application, submitted by Ali Hossin Moramazy and processed by Arka Licensing, seeks permission to sell alcohol for consumption on the premises daily between 10:00 and 23:00.
The report pack indicates that representations have been received from three responsible authorities, including the Licensing Police officer and the Licensing Authority itself, as well as from Millwall Football Club. While some conditions proposed by the applicant have been agreed upon with the Licensing Authority and the Police, three specific conditions remain unagreed, leading to continued objections.
The Metropolitan Police Service (MPS) has raised concerns regarding the potential impact of alcohol sales on the licensing objectives, particularly the prevention of crime and disorder, public nuisance, public safety, and the protection of children from harm. Their representation highlights the café's proximity to Millwall Football Club and the potential for increased congregation, conflict, and anti-social behaviour, especially on match days. The MPS has suggested a number of additional conditions, including the suspension of alcohol sales for a period before and after matches, the use of SIA-registered door staff, and the erection of temporary fencing around the outdoor seating area on match days.
Millwall Football Club has also lodged an objection, citing concerns that the sale of alcohol at the café could increase the number of intoxicated persons in an area where crowd behaviour is already carefully managed. They believe this could lead to disorder, place further demand on police and club resources, and obstruct pedestrian flows, potentially complicating emergency service responses. The club has requested that if the licence is granted, robust conditions be imposed, such as no sale of alcohol for four hours before and after fixtures, no off-sales on matchdays, and a requirement to liaise with the club and the Metropolitan Police.
The report pack details conditions that have been agreed upon with the Licensing Authority and the Police, covering aspects such as CCTV, incident logs, staff training, age verification, and the management of the external seating area. However, specific conditions proposed by the Police, including the mandatory presence of door staff, the erection of heras fencing, and restrictions on alcohol sales times around matches, have not been agreed by the applicant.
The committee will need to consider these representations and proposed conditions when determining the application. The report pack also includes the application form for the premises licence, which provides further details on the applicant, the premises, and the proposed operating schedule.
Minutes of the Previous Meeting
The committee is also scheduled to review and confirm the minutes from the previous meeting of the Licensing Sub Committee D, held on Wednesday, 26 August 2026. The minutes indicate that no apologies for absence were received, and no declarations of interest were made at that meeting. The previous meeting's agenda included an application for a premises licence for Fields Café in Ladywell Fields.
