Open Council Network is an independent organisation. We report on Sutton and are not the council. About us
The Planning Committee of Sutton Council is scheduled to consider several planning applications at its upcoming meeting on 28th October 2026. The agenda includes discussions on proposals for new residential developments, including bungalows and flats, as well as a change of use application for a House in Multiple Occupation (HMO).
Application for Two Semi-Detached Bungalows at 5 Latimer Close, Worcester Park
The committee is scheduled to review a proposal for the demolition of an existing bungalow at 5 Latimer Close, Worcester Park and the erection of two semi-detached bungalows. This application has been brought before the committee due to receiving over 10 letters of objection. The report pack indicates that the recommendation is to grant planning permission, subject to conditions. The proposal is considered acceptable in land use terms, offering higher quality housing, and is assessed as not causing undue harm to the amenities of neighbouring properties or the public highway. The report also notes that the development would not negatively impact trees, biodiversity, or increase flood risk. Previous applications at this site have been refused and dismissed on appeal, citing concerns over overdevelopment, harm to local character, and impact on residential amenity. The current proposal aims to address these concerns.
Application for 8 Residential Units at Memorial Gardens Burial Ground, Worcester Park
A proposal for the erection of a three-storey detached building comprising eight self-contained residential units at the Memorial Gardens Burial Ground, Carters Close, Worcester Park is also scheduled for discussion. This application has also attracted over 10 letters of objection. The recommendation is to grant planning permission, subject to conditions. The report suggests the development is acceptable in land use terms, providing new homes in a suitable location. It is considered that the design would respect the local context and not significantly harm the character of the surrounding area. The proposal is also assessed as not causing harm to the amenities of neighbouring occupiers or future residents, and would provide a satisfactory standard of accommodation. Concerns regarding parking and highway safety have been considered, with the Highways Officer raising no objections subject to a condition for a construction logistics plan. The development is also assessed as not impacting trees or biodiversity, or increasing flood risk. The site was formerly a burial ground, but exhumation has taken place, and the land is no longer required for its original purpose.
Application for Change of Use to a Larger HMO at 16 Onslow Gardens, Wallington
The committee is set to consider a change of use application for 16 Onslow Gardens, Wallington, from a six-bedroom House in Multiple Occupation (HMO) to a ten-bedroom larger HMO (Sui Generis). This application has also received over 10 letters of objection. The recommendation is to grant planning permission, subject to conditions. The report indicates that the proposal is acceptable in principle under Sutton Local Plan Policy 10, as it intensifies an existing HMO within an Area of Potential Intensification (API) where the concentration of HMOs within 100 metres remains below the 20% threshold. The internal alterations are considered to retain the building's character and preserve the Area of Special Local Character (ASLC). The proposal is assessed as not resulting in adverse impacts on neighbour residential amenity, supported by a site-specific HMO Management Plan that enforces noise, behaviour, and waste standards. The site provides secure cycle storage and benefits from good public transport connectivity, with no detrimental impact expected on local parking or highway safety. All technical planning matters, including room sizes, internal standards, refuse storage, and fire safety, are reported as compliant with relevant policies. The report notes that the physical reconfigurations for the ten-bedroom layout are entirely internal and were undertaken prior to this planning application.
The meeting will also address an addendum report containing additional information for several agenda items. This includes amendments to the wording of reports and the addition of conditions related to biodiversity enhancements for an application at 22 Sandhills, Wallington. The addendum also details amendments to a condition for an application at 1 Hackbridge Road, Hackbridge, and a condition for the HMO application at 16 Onslow Gardens, Wallington.
