The Licensing (Hearing) Sub Committee is scheduled to consider an application for a premises licence for the new London Museum. The committee will review the application, representations made by various parties, and proposed conditions for the licence.
London Museum Premises Licence Application
The primary focus of the meeting is the application for a premises licence for the new London Museum, located at Smithfield, London, EC1A 9PS. The applicant, London Museum Limited, is seeking permission for a wide range of licensable activities. These include the sale of alcohol for consumption on and off the premises, performance of plays, exhibition of film, live and recorded music, performances of dance, and late-night refreshment. The proposed hours for these activities are extensive, with the sale of alcohol and opening hours requested to be 24 hours a day, and late-night refreshment from 11:00 pm to 5:00 am daily.
The report pack details the application, which includes a comprehensive operating schedule outlining steps to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. Proposed conditions include the installation of a CCTV system, an incident log, a dispersal policy, and a noise management plan. A Challenge 25
scheme is also proposed for alcohol sales.
The committee will consider representations from various stakeholders. The Greater London Authority has submitted a representation in support of the application, highlighting the cultural and economic benefits the museum will bring, including job creation and visitor numbers. They note that the museum's location in Smithfield, an area with existing late-night activity, is well-placed to support a vibrant 24-hour economy. The Greater London Authority also references the draft London Plan 2021 and the Mayor's draft London Strategic Licensing Policy 2026-2031 as supporting the application's alignment with the city's development goals.
Representations have also been received from Fabric Ltd, Smithfield Market Tenants' Association, The Worshipful Company of Founders, and The Worshipful Company of Haberdashers. Additionally, a representation has been received from Resident 1
. The specific nature of these representations, whether in support or opposition, and the details of any suggested amendments or conditions, will be reviewed by the committee.
The report pack also includes a map of nearby premises and their terminal hours for alcohol sales and late-night refreshment, providing context for the proposed hours of the London Museum. A plan of the premises is also provided.
The committee's decision will be made with a view to promoting the four licensing objectives, as outlined in the Licensing Act 2003. The committee will consider the report of the Executive Director Environment, Katie Stewart, authored by Robert Breese, who is a Licensing Officer.
The meeting is scheduled to take place in the Committee Rooms, 2nd Floor, West Wing, Guildhall. The procedure for public hearings under the Licensing Act 2003 will be followed.
The documents available for this meeting are the Agenda frontsheet and the Public reports pack.
