Open Council Network is an independent organisation. We report on Manchester and are not the council. About us
The Licensing and Appeals Sub Committee Hearing Panel of Manchester Council was scheduled to consider urgent business and any appeals from the public. The panel was also scheduled to review a Hackney Carriage Driver Licence and a Private Hire Driver Licence.
Urgent Business
The panel was scheduled to consider any items that the Chair had agreed to submit as urgent.
Appeals
The panel was scheduled to consider any appeals from the public regarding the refusal to allow inspection of background documents or the inclusion of items in the confidential part of the agenda.
Review of Hackney Carriage Driver Licence and Private Hire Driver Licence
The panel was scheduled to review a Hackney Carriage Driver Licence and a Private Hire Driver Licence. The report of the Director of Planning, Building Control and Licensing was enclosed for this item. This item was designated as containing exempt information, and the officers considered that the public interest in maintaining the exemption outweighed the public interest in disclosing the information. The committee was recommended to agree the necessary resolutions to exclude the public from the meeting during the consideration of this item.
The Licensing and Appeals Sub-Committee Hearing Panel fulfils the functions of the Licensing Authority in relation to the licensing of taxi drivers, street traders, and sexual entertainment venues. Decisions made by the panel are under delegated authority and do not require referral to the Council for approval. The committee aims to be as open as possible, with confidential business kept to a minimum.
