Open Council Network is an independent organisation. We report on Barking and Dagenham and are not the council. About us
The Licensing Sub-Committee of Barking and Dagenham Council is scheduled to consider an application to vary a premises licence for The CEO Lounge in Dagenham. The committee will review the application, which seeks to extend the operating hours for alcohol sales, recorded music, and late-night refreshment, alongside any representations received.
The CEO Lounge Premises Licence Variation
The primary item scheduled for discussion is an application to vary the premises licence for The CEO Lounge at 93-97 New Road, Dagenham, RM10 9NL. The application, submitted by The CEO Lounge Ltd, seeks to extend the permitted hours for several licensable activities.
Specifically, the variation application proposes the following extended hours:
- Recorded Music: Sunday to Thursday from 12:00 to 00:30, and Friday and Saturday from 12:00 to 03:00.
- Sale of Alcohol: Friday and Saturday from 12:00 to 03:00.
- Late Night Refreshment: Sunday to Thursday from 23:00 to 00:30, and Friday and Saturday from 23:00 to 03:00.
- Opening Hours: Sunday to Thursday from 12:00 to 01:00, and Friday and Saturday from 12:00 to 03:30.
The application is being considered under the Licensing Act 2003, which governs the licensing of premises for activities such as the sale of alcohol, provision of regulated entertainment, and late-night refreshment. The council must promote four key licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The council's decision will be guided by the LBBD Licensing Policy and statutory guidance issued by the Home Office.
The report pack indicates that one representation has been received from an interested party, raising concerns primarily related to the prevention of public nuisance. While an agreement has been reached with the Metropolitan Police to amend a condition regarding security personnel, the representation from the interested party has not been resolved through conciliation. The Sub-Committee will need to consider this representation and decide whether to refuse the application, approve it with conditions, or grant it as applied for.
The meeting is scheduled to be chaired by Cllr Cameron Geddes, with other members including Cllr Shamsul Azam, Cllr Manjeet Nandra, and Cllr Julia Williams. Lois Taylor is listed as the contact officer for the meeting. The proceedings will be webcast via the council's website.
