The Licensing Sub-Committee of Hillingdon Council is scheduled to consider an application for the review of a premises licence for Venue 5, located at 446 Field End Road, Ruislip. The meeting will also cover standard procedural items.
Review of Premises Licence for Venue 5
The primary focus of the meeting is expected to be the consideration of an application for a review of the premises licence for Venue 5, located at 446 Field End Road, Ruislip, HA4 9PB. This review has been initiated by the Licensing Authority on the grounds that the premises' operation is undermining the licensing objective of the prevention of public nuisance.
The report pack indicates that the review stems from ongoing issues including late-night noise, inadequate dispersal management, external congregation and loitering, and noise from extractor fans affecting nearby residents. The Licensing Authority's report details a history of complaints and engagement with the premises since October 2024, suggesting that existing management arrangements have not been consistently effective. The report outlines potential steps the Sub-Committee could take, ranging from taking no further action to modifying licence conditions, excluding licensable activities, removing the designated premises supervisor, suspending the licence, or revoking it entirely.
The report pack includes representations from interested parties, such as residents Lucy Young and Paula Murphy-Brinder, who have detailed their experiences with noise, anti-social behaviour, and parking issues associated with the venue. These representations highlight concerns about loud music, extractor fan noise and smoke, loitering customers, and vehicles causing disturbance. The residents are seeking outcomes such as reduced operating hours, the implementation of a dispersal policy, and improved noise management.
The Licensing Authority has proposed a range of additional conditions for consideration, including the installation of a noise limiter, a music noise management plan, measures for building and dispersal management, improved resident communication protocols, extractor fan repairs, enhanced management controls including SIA-licensed door supervisors, and staff training. The report also notes that the Sub-Committee may consider reducing terminal hours on Fridays and Saturdays or imposing last entry restrictions.
The meeting is scheduled to be held in Committee Room 5 at the Civic Centre, starting at 10:00 AM. The public and press are welcome to attend and observe the proceedings.
The documents available for the meeting include the Agenda frontsheet and the Public reports pack.
