Open Council Network is an independent organisation. We report on Barnet and are not the council. About us
The Licensing Sub-Committee of Barnet Council is scheduled to consider an application for a new Premises Licence for a property located at 49 Golders Green Road, London, NW11 8EL. The meeting documents outline the procedure for licensing hearings and detail the specific application to be discussed.
New Premises Licence Application for 49 Golders Green Road
The primary focus of the meeting is expected to be the consideration of a new Premises Licence application for 49 Golders Green Road, London, NW11 8EL. The application, submitted by Chetankumar Shambhubhai Patel and managed by agent Nick Semper of The Licensing Guys, seeks permission for the sale or supply of alcohol for off-sales only, seven days a week, from 07:00 to 00:00.
The report pack indicates that a relevant representation has been received from a local resident, Danny Daniels, who lives on North End Road. Mr. Daniels' representation objects to the application on the grounds of preventing crime and disorder, public safety, and preventing public nuisance. He highlights the exceptional and very recent enforcement history of these premises,
referencing the revocation of the previous premises licence for Transilvania Store Ltd on 9 June 2026, following evidence of illicit tobacco seizures and a Metropolitan Police closure order. Mr. Daniels expresses concern about the potential for increased street drinking, anti-social behaviour, noise, and litter, particularly given the premises' proximity to residential areas and the existing concentration of alcohol retailers in Golders Green Road. He requests that the application be refused or, alternatively, that robust conditions be imposed and the proposed hours reconsidered.
The report also details an agreement reached between the applicant's agent and PC Juan Gomez of the Metropolitan Police Licensing Team. This agreement proposes several additional conditions to be attached to any new licence granted. These include specific requirements for CCTV recordings, signage, the storage of alcohol, cigarettes, and vapes, restrictions on the sale of high-alcohol content lagers and ciders, and rules for online alcohol sales and deliveries.
The Licensing Sub-Committee will need to consider the application, the representations made, the guidance issued pursuant to section 182 of the Licensing Act 20031, and the Council's Statement of Licensing Policy 20252 when making its decision. The possible steps the Sub-Committee can take include granting the licence with conditions, excluding licensable activities, refusing to specify a premises supervisor, or rejecting the application entirely.
Licensing Sub-Committee Hearings Procedure
The meeting documents also include a detailed outline of the Licensing Sub-Committee Hearings Procedure. This procedure, based on regulations made under the Licensing Act 2003, is designed to ensure natural justice and a fair hearing. It details the roles of the Governance Officer and the Chair, the process for presenting reports and submissions from the Licensing Officer, the applicant, and other parties. Each party is allocated a maximum of three minutes to present their case, followed by a discussion led by the Chair to explore points of dispute. The procedure also covers the process for deliberation and the announcement of the Sub-Committee's decision, which may be made at the end of the hearing or within five working days. Information on how to appeal against a decision is also provided, directing parties to Willesden Magistrates' Court.
