June 19, 2024 View on council websiteSummary
The Licensing Panel of Brighton and Hove Council convened on 19 June 2024 to discuss several licensing applications under the Licensing Act 2003. The panel made decisions on the licensing applications for Persia Lounge and Bar, and reviewed the licensing conditions for several other establishments.
Persia Lounge and Bar Licensing Application
The primary focus of the meeting was the licensing application for Persia Lounge and Bar, located on Western Road, Brighton. The application sought to extend the operating hours and include live music as part of the entertainment offerings.
Arguments For
The applicant argued that extending the hours and including live music would enhance the cultural offerings of the area and attract more visitors, thereby boosting local businesses. They also assured the panel that measures would be in place to mitigate noise and disturbance to nearby residents.
Arguments Against
Local residents and representatives expressed concerns about potential noise pollution and increased anti-social behaviour. One resident stated, The extension of hours will inevitably lead to more noise and disruption in what is already a densely populated area,
highlighting the community's apprehensions.
Decision
After deliberation, the panel decided to grant the application with modified conditions. The operating hours were extended, but not to the full extent requested, and specific noise control measures were mandated. The decision aimed to balance the business's growth with the community's need for peace and quiet.
Review of Licensing Conditions
The panel also reviewed the licensing conditions for several other establishments, focusing on compliance with existing regulations and the impact on local communities.
Establishments Reviewed
- The Green Door Store: Located under Brighton Railway Station, this venue's compliance with noise regulations was scrutinised. The panel decided to maintain the current conditions but issued a warning to ensure stricter adherence to noise limits.
- The Mesmerist: This popular bar on Prince Albert Street was reviewed for its outdoor seating arrangements. The panel decided to impose stricter conditions on outdoor seating to minimise disruption to nearby residents.
Public Participation
The meeting saw active participation from local residents, business owners, and community representatives. Their input was crucial in shaping the panel's decisions. One community representative remarked, It's vital that we find a balance that supports local businesses while preserving the quality of life for residents.
