Summary
The Licensing Panel of Wirral Council met on Friday 14 June 2024 to discuss several licensing applications and reviews. Key decisions included the approval of a new premises licence for a local restaurant and the revocation of a nightclub's licence due to repeated breaches of conditions.
New Premises Licence for The Olive Branch
The panel approved a new premises licence for The Olive Branch, a Mediterranean restaurant located in Birkenhead. The application was supported by local residents and businesses, who highlighted the positive impact the restaurant would have on the community. Concerns about potential noise and late-night disturbances were addressed by the applicant, who agreed to implement soundproofing measures and restrict operating hours to 11 PM.
Councillor Jane Smith noted, The Olive Branch has demonstrated a commitment to being a responsible neighbour and has taken proactive steps to mitigate any potential issues.
Revocation of Nightclub Licence
The panel decided to revoke the licence of Club Mirage, a nightclub in Wallasey, following multiple breaches of licensing conditions, including noise complaints and incidents of anti-social behaviour. The decision was made after reviewing evidence from local residents, the police, and the council's licensing team.
Inspector John Davies from Merseyside Police stated, Club Mirage has been a source of significant concern for the local community, and despite numerous warnings, the management has failed to address the issues.
Temporary Event Notice for Community Festival
A Temporary Event Notice (TEN) was granted for the annual Wirral Community Festival, scheduled to take place in Central Park. The festival organisers assured the panel that they would adhere to all safety and noise regulations, and additional security measures would be in place to ensure a family-friendly environment.
Review of Licensing Conditions for The Red Lion
The panel reviewed the licensing conditions for The Red Lion, a pub in Hoylake, following complaints about late-night noise and disturbances. The panel decided to impose stricter conditions, including earlier closing times and mandatory security staff on weekends.
Councillor David Brown remarked, While The Red Lion is a valued part of the community, it is essential that the management takes responsibility for ensuring that their patrons do not negatively impact local residents.
