The panel considered an application for a new premises licence for a restaurant at 128 High Street, Feltham.
Mr Singh, the applicant, wishes to open a restaurant serving grilled food. He stated in his application that he would operate a 'Challenge 25' policy for the sale of alcohol, and that CCTV would be in operation at the premises at all times when it is open.
The Metropolitan Police and the council's Licensing Enforcement team had no objections in principle to the application, but both requested a number of additional conditions be added to the licence. Mr Singh accepted all of the conditions.
One local resident, [Mrs Smith], objected to the application, arguing that a further restaurant on the High Street would lead to an increase in antisocial behaviour in the area. She argued that the area was already at saturation point for licensed premises, telling the committee:
This is a family area and this application, if granted, will only add to existing problems. I would ask the Panel to consider very carefully the impact that another licensed premises would have, particularly late at night.

Mr Singh responded that he believed his restaurant would have a positive impact on the area, and that he would take all reasonable steps to prevent crime and disorder at his premises.
The Licensing Panel approved the application with all the conditions requested by the police and the Licensing Enforcement Team. They argued that the applicant appeared to understand the concerns of local residents and was willing to work to mitigate them.
