Councillor Amritpal Mann
Positions, Voting Record & Activity Summary
Councillor Amritpal Mann has demonstrated a consistent commitment to community engagement and addressing local concerns within the Heston and Cranford area, with a growing emphasis on data-driven decision-making and addressing systemic inequalities.
Key Themes and Priorities: Mann's work revolves around several key themes: community well-being, addressing social and economic disparities, advocating for improved services (particularly transport), and promoting data-driven decision-making. He consistently emphasizes the importance of community engagement and collaboration with local organizations.
Evolution of Focus: In 2024, Mann's focus was primarily on chairing the Heston and Cranford Area Forum, facilitating discussions, and advocating for increased community engagement. He addressed immediate resident concerns and supported local organizations. In 2025, while maintaining his commitment to community engagement, his focus broadened to include more systemic issues. He began to critically evaluate council policies, particularly transport, and highlighted the need to address wage disparities and the impact of environmental factors on mental health. This suggests a shift towards a more analytical and policy-oriented approach, supplementing his initial focus on direct community engagement.
Significant Contributions (Especially Recent Years): In 2025, Mann's most significant contributions include his vocal criticism of the council's transport policy, emphasizing its inadequacy in reducing emissions and supporting electric vehicle infrastructure. His concerns about the potential unintended consequences of successful fly-tipping clearance and residents' fear of reporting antisocial behavior also demonstrate a nuanced understanding of community issues. His highlighting of wage disparities in Hounslow and referencing studies linking environmental factors to mental health showcase his commitment to addressing systemic inequalities and promoting evidence-based solutions. His statement that >Hounslow was poorer than the rest of London and was continuing to fall behind, failing to catch up and doing nothing to address those issues
underscores his concern about the economic well-being of his constituents. His support for community projects like Heston in the Community
and his interest in their methods for measuring success also demonstrate a commitment to effective and impactful community initiatives. In 2024, his active chairing of the Heston and Cranford Area Forum and his advocacy for organizations like Sea Change West London were key contributions to fostering community engagement.
Patterns and Consistent Areas of Interest: A consistent pattern throughout both years is Mann's dedication to the Heston and Cranford area. He consistently attends relevant meetings and actively participates in discussions related to the area's well-being. He also demonstrates a consistent interest in community engagement and collaboration with local organizations. His advocacy for data-driven decision-making and his focus on addressing social and economic disparities are also recurring themes in his work. His attendance at Licensing & General Purposes Committee meetings in both years, though without documented specific action, suggests an ongoing interest in licensing and related matters.

Agenda item number two, minutes of the meeting that was held on the 12th of September. I hope you had a chance to go through them. So first of all, for accuracy, are there any matters arising from those minutes? Can I sign off those minutes as of to record of the meeting? Thank you, Councillors.
Moving on to the next item on the agenda we have agenda item number three which is a presentation sea change west london winter program of activities and they're going to be prevented presented by uh taz inda and kapil over to you thank you very much thank you
We're going to move on to the agenda item number four which is the area forum action plan update um so those of you who've got the uh the agenda pack um there is an attachment in there that gives the the updates of the last september meeting but what i've requested councillors to do is pick up the salient points where things have moved ahead um and give an update on that action tracker and it looks like we have one ward which is far above and beyond any any of the other wards so we've got a few updates coming out of the cramford ward which councillor mickrum garrowell and gazella butt are going to speak to so over to you councillors
Now gonna move over to the open forum agenda item number five and before we do that i'm just gonna do a quick preamble because i didn't do it last time and um i'm gonna do it this time just for clarity's sake all right so the open forum provides an opportunity for residents to share their ideas debate local topics of importance and voice their concerns to councillors and other key representatives from the council those participating in the open forum are asked to note the following questions will be allowed by me at discretion and items submitted to me in advance for the meeting are always welcome it helps me to structure the open forum i will normally allow only one question per item at my discretion i can ask for further questions items on the main agenda should not be raised in the open forum individual cases and this is very important individual cases and really shouldn't be discussed in the open forum and i would urge residents to have individual issues that they want to address to let myself or the officers who are wondering the floor know and they will direct you to that you're bringing to their attention having said that the open forum is now open which allows residents to discuss whatever topic they would like
- Sea Change West London: He thanked Taz, Inda, and Kapil for their presentation on Sea Change West London, expressing enthusiasm for their work and encouraging community engagement with their programs.
Thank you very much uh taz inda and kapil um we all feel very very energized after that presentation but isn't it wonderful that this group of young lads here see change um have managed to pack in a lot of a lot of stuff and i hope with the council support they continue to thrive and engage with the communities um creating volunteering opportunities well-being and uh training opportunities for our youth during winter things don't need to shut down although it feels like shutting down here i think the heating's been turned off in here but uh yeah during the winter period there's there's lots happening you can quite clearly see so do take the opportunity to visit their website and get engaged with all the activities that are available to you
- Open Forum Responses: He addressed concerns raised during the open forum, including:
- Support for Refugees: Acknowledging the long-standing issue of support for refugees after they are granted leave to remain, stating it's incumbent upon the government to work with local councils and suggesting the council's homeless division may be contacted for information.
Okay mr rosser thank you for your question and you're absolutely right this this issue is a long-standing issue and i think it's incumbent upon the the government to work with local councils to find a remedy for this very very serious issue the issue is not going to be resolved by this area forum but having it minted is a step in the right direction and i suspect that we may try and get a response from our own council's homeless division as to inform you as to what interaction if any we're having with the government to alleviate the concerns for refugees all right* Fly-tipping: Responding to a resident's concerns about fly-tipping, he assured that finding and prosecuting culprits is a priority and encouraged discussion with ward councillors, noting that officers were already addressing the issue.
Thank you very very much for your own observations and and bringing this matter to our attention um i'm going to bring in some local ward councillors and and uh the the lead member on this in a moment but i can rest assured but rest assured as far as the councillors are sitting here and and the other borough councillors and this issue about fly tipping and finding the the culprits is is paramount i'm i'm all with you on that i think we're all with you that the culprits need to be found and prosecuted wherever we can but some of these people who are doing it are very very clever in the manner that they do it but since you've actually brought forward evidence um in your in your own time to officers and you seem to have a have made quite a lot of inroads you've spoken to quite a lot of officers i would suspect and i would hope very much gay that um when we do uh look into the background of what shafiq has brought to us and the officers are already moved on this particular issue and addressed it but we'll try and find out where this has ended up and so if you can discuss that with your ward councillors afterwards that would be good now i think some ward councillors want to shed a light* Homelessness Among Refugees: He acknowledged the urgency of the issue of homelessness among refugees, requesting a response within a week and suggesting that individual cases be referred to local councillors for quicker case work. He also noted the council's limited powers and the existence of policies and protocols for vulnerable individuals.
So it's a very important point because we can't wait till the next forum for an answer because it's very cold already and we're already um in a situation where a lot of the refugees are being turfed out of the hotel um they're they're looking for friends or other volunteers in the hags to sleep on their floors and we you know appreciate that you're going to look into this but if you could please come back to us much sooner than the forum maybe within the next week or so then at least we can communicate that to to the vulnerable people who will otherwise be on our streets so i just wanted to reinforce the urgency of it um but on that um i think uh it wants further discussion um for sure um if there are individual cases where um people are in distress um they can always be referred via their local councillors for a quicker response in terms of case work if there are individual cases which need it can be picked up by local councillors as and when um but please bear in mind that it it it's a controversial area and there's obviously um limited powers available to the council but definitely there is a policy and a protocol in place for who are in a vulnerable situation such as this
