This meeting was to inform the Planning and Regulatory Committee of decisions that were made by the Planning Manager using delegated powers between meetings. These decisions included four planning applications and a screening opinion for an environmental impact assessment.
Planning decisions made under delegated powers
The Planning Manager granted planning permission for a short breaks centre for adults with learning disabilities and/or autism at The Squirrels, The Horseshoe, Bolters Lane in Banstead. The application was to demolish the existing building and replace it with a building containing eight en-suite bedrooms, communal and staff facilities and landscape gardens

Permission was also granted for the installation of equipment on the roof of Weybridge Library on Church Street in Weybridge. The equipment is to support the existing operation of the building and includes Air Handling Unit (AHU), Variable Refrigerant Volume (VRV) units, and associated enclosures

A linked application to approve the Construction Traffic Management Plan (CTMP), Construction Environmental Management Plan (CEMP), and Arboricultural Method Statement (AMS) for an already approved planning application at Weybridge Library was approved.
A non-material amendment to an application that was approved in July 2023 for Woolmer Hill School in Haslemere was approved. The amendment was to erect solar panels on the roof of a new teaching block.
Environmental Impact Assessment Screening Opinions Issued
An application for an Environmental Impact Assessment (EIA) screening opinion for a waste transfer station on Salbrook Road in Salfords was issued. The opinion of the council was that the development was not EIA development under The Town and Country Planning (Environmental Impact Assessment) Regulations 2017 (as amended)
