This meeting was to inform the Planning and Regulatory Committee of decisions made by the Planning Manager under delegated powers. The meeting considered a range of planning applications, the detail of conditions attached to previous decisions, and Environmental Impact Assessment screening opinions.

Planning Applications Decided by the Planning Manager

This meeting considered a report on the decisions that had been made by the Planning Manager on a variety of planning applications since the last meeting of the committee.

Surrey County Council received ten applications for approval of details required by conditions attached to previous planning permissions. These are decided by officers at Surrey County Council under delegated powers. The applications covered details as varied as Habitat Creation, Management and Enhancement at the former Manor School, and a Lighting Verification Report at The Oakwood School.

One application for a change of use from Class E Retail to Class F1 Community Hub at MSU 2, The Elmsleigh Centre, Staines-Upon-Thames was also considered.

The report also provided information on two applications for permission to submit further details on Minerals and Waste applications that were decided by officers under delegated powers.

Environmental Impact Assessment - Screening and Scoping Opinions Issued

Three Screening Opinion Requests were considered under the Town and Country Planning (Environmental Impact Assessment) Regulations 2017.

One, for the construction and operation of a new Materials Recycling Facility (MRF) to receive, sort and export dry mixed recyclables from household waste at Land Adjacent to Trumps Farm, Kitsmead Lane, Longcross, was considered to not constitute Environmental Impact Assessment development because:

the limited nature of the development proposed when considered against the location, size and scale of the development would not result in significant effects on the environment.

The applications for the erection of replacement equipment at Albury Park Well Site, Albury Park and an upgrade to the Dorking Sewage Treatment Works were also both found to not require an Environmental Impact Assessment.
