The Licensing Panel of Harrow Council met on Tuesday 17 September 2024 to consider a Temporary Event Notice for Unit 2, Brember Road, South Harrow. The panel decided to grant the notice with modified hours, reducing the permitted late-night refreshment and entertainment times.

The Licensing Panel considered an application for a Temporary Event Notice (TEN) for Unit 2, Brember Road, South Harrow, HA2 8AX¹. The TEN sought permission for the sale of alcohol, regulated entertainment, and late-night refreshments from 8:00 PM on Friday 27th September 2024 until 2:00 AM on Saturday 28th September 2024.

An objection notice was received from the Local Authority's Environmental Protection Team, citing concerns that the event could undermine the licensing objective of preventing public nuisance, particularly in light of a previous event held at the premises on 2nd August 2024. The objector was not present at the meeting.

The applicant, Ms. Notoya Johnson, explained that the event was planned as a filming for a YouTube dating show, Pop the Balloon or Find Love, followed by an after-party. She stated that she had taken steps to check music audibility outside the premises during her previous event and was not informed of any noise issues at that time. She also noted that police and licensing officers had attended the previous event and found no issues. Ms. Johnson explained that the late hours were requested to accommodate the filming schedule and the working hours of potential attendees, who were described as mature adults. She confirmed that the event would be seated, with food and drinks provided, and that approximately 80 people, including staff, were expected. She also mentioned that the DJ would have a noise limiter.

The Licensing Officer presented their report, and the panel queried the applicant about noise mitigation, security, and the nature of the event. It was also noted that the premises did not have appropriate planning permission, but the applicant stated she had applied for a change of use.

After considering all representations and relevant legislation, the Sub-Committee decided to grant the TEN but with modified hours. The sale of alcohol, provision of regulated entertainment, and late-night refreshments will now be permitted from 8:00 PM on Friday 27th September 2024 until 12:30 AM on Saturday 28th September 2024. The premises must close at 1:00 AM on Saturday 28th September 2024. Any party unhappy with the decision has the right to appeal to the magistrates' court within 21 days.
